New Delhi:

A special court of National Investigation Agency (NIA) today issued a production warrant against Aasiya Andrabi, Sofi Fehmeeda, and Naheeda Nasreen of Dukhtaran-e-Millat, a banned terrorist organisation, after taking cognisance of recent charge sheet on terror charges against them.

The NIA court has issued the production warrant against the three accused women for December 12. The production warrant is an order issued by a criminal court of law to produce a person before the court in connection with criminal proceedings pending against him.

In the charge sheet, the NIA has accused the three women of allegedly engaging in anti-India activities and making attempts to incite the general populace of Kashmir for an armed rebellion against the Indian Government with aid and assistance of terrorist organisations based in neighbouring Pakistan.

The probe agency also established that the chief of Dukhtaran-e-Millat Andrabi was in close contact with global terrorist and Mumbai 26/11 mastermind Hafeez Mohammad Saeed. The NIA also told the court that they were allegedly running a social media campaign to gain support from Pakistani establishments including terrorist entities.

The three accused were arrested by the Jammu and Kashmir Police in April this year and the case was later transferred to the NIA in July for further investigation.

Separatist Aasiya Andrabi, 2 Others Sent To One-Month Judicial Custody

Aasiya Andrabi was in a prison in Srinagar after the court cancelled her bail last month.

New Delhi:

Kashmiri separatist Aasiya Andrabi was today sent to one-month judicial custody by a Delhi court in connection with a case of allegedly waging war against the country with support from Pakistan.

Aasiya Andrabi, who is chief of the banned outfit Dukhtaran-e-Milat, was produced before the court along with her two women associates, after the expiry of their 10-day NIA custody.

District Judge Poonam A Bamba sent the trio to judicial custody after the NIA said they were not required for further custodial interrogation.

The NIA had claimed that a probe revealed that they were running a concerted campaign to elicit support from the neighbouring country and accused them of being involved in conspiracy and acts to “severely destabilize the sovereignty and integrity of India”.

The three accused will be kept in Tihar Central Jail.

Besides Aasiya Andrabi, her associates Sofi Fehmeeda and Nahida Nasreen were also sent to judicial custody.

The case was registered against the three women in April this year.

Aasiya Andrabi was in a prison in Srinagar after the Jammu and Kashmir High Court cancelled her bail last month.

The NIA, on directions of the Union Home Ministry, registered a case against them as well as the organisation, which is banned under the Unlawful Activities (Prevention) Act, 1967, in April this year.

According to the FIR, the “central government has received information that Aasiya Andrabi and her associates namely Sofi Fehmeeda and Nahida Nasreen are actively running a terrorist organization named as ‘Dukhtaran-E-Millat’ (DEM) which is proscribed under the First Schedule to the UAPA”.

The agency also said in the FIR that Aasiya Andrabi and her associates had allegedly spoken, written and also published “visible representations that bring into hatred and contempt apart from exciting disaffection towards the Government of India”.

Direct Rule On Catalonia Due To Be Lifted As Separatist Govt Sworn In

In 2017, there were repeated calls for the autonomy of Catalonia. (File)

Barcelona:  Catalonia’s new separatist government will be sworn in Saturday, the regional presidency announced, which will spark the automatic end of Madrid’s direct rule over the region.

Before being toppled by a no-confidence vote in parliament on Friday, Prime Minister Mariano Rajoy gave the green light to a new executive in Catalonia that does not include jailed or exiled former ministers.

The new ministers will take up their posts on Saturday, the regional government announced.

This will automatically lift direct rule imposed by Madrid after Catalonia’s now-deposed leaders tried to break from Spain in October.

The central government last month recognised the powers of newly-elected Catalan president Quim Torra but refused to ratify his choice of councillors because four of them face charges linked to the failed independence drive, calling their nomination “a new provocation”.

But earlier this week, Torra nominated a new administration which did not include them.

The regional government also said Friday that Torra had filed an official complaint against Rajoy for abuse of power for having blocked the formation of his first government, an “arbitrary decision” without “legal basis,” according to him.

Separatist Shabir Shah’s Daughter Tops Class 12 Exam in Jammu and Kashmir

Separatist Shabir Shah’s daughter Sama Shabir has scored 97.8 per cent in Class 12 exams

New Delhi:  Sama Shabir, the daughter of Kashmiri separatist leader Shabir Ahmad Shah, has topped the Class 12 board exams in Jammu and Kashmir, conducted by the Central Board of Secondary Education. A student of Delhi Public School in Srinagar, she scored 489 out of 500, with 99% in history.

Part of the success story involved learning her lessons outside Delhi’s Tihar jail, waiting to meet her father.

“When you go to Tihar, you are made to wait for four to five hours. Then, we could communicate for 20 minutes, that too not face to face but on the microphone. I used to say I have waited for five hours, I have my CBSE exams, let me take my book inside but they never allowed. So until the jail gates opened, I used to study outside,” Sama told NDTV.

Shabir Shah has spent nearly half his life, around 30 years, in jails. Last year, he was arrested by the Enforcement Directorate for his alleged involvement in a money laundering case and has been in Tihar jail since.

Sama says she has been traumatised by the experience, especially when the investigators questioned her mother several times. All of this was aggravated by the constant strikes when schools were closed for days together.

“It’s very difficult for a student to study in Kashmir because we don’t have usual academic calendar. There are hartals every other day,” said Sama.

Sama credits her mother for much of her academic success. Dr Bilquees, a doctor by  profession has raised her two daughters almost single handedly, ensuring their father’s politics did not distract them from their studies

“We faced lot of psychological and physical trauma this year. I always believed that she would do well. She has been a brilliant student and this time she has really made us proud,” said Dr Bilquees.

Chief Minister Mehbooba Mufti has congratulated Sama, calling her an inspiration for the state’s youth.

Hardline Separatist Quim Torra Appointed Catalan Leader

Quim Torra gestures during a vote session at the Catalan parliament in Barcelona (AFP)

Barcelona, Spain:  Quim Torra, a newcomer to politics who has long fiercely campaigned for independence in Catalonia, was appointed regional president Monday, vowing to keep fighting for a break from Spain in a move that could deepen the conflict with Madrid.

Torra, handpicked as presidential candidate by deposed, exiled leader Carles Puigdemont, scraped through a parliamentary vote in which 66 separatist lawmakers voted for him, 65 non-independence MPs against and four abstained.

“We will build a Catalan republic,” he said in a brief speech after the vote, after which lawmakers sang Catalonia’s anthem “Els Segadors” (“The Reapers” in English).

The 55-year-old father of three pledged to respect the result of an independence referendum held on October 1 despite a court ban and said he would fight to “build an independent state in the form of a republic”.

Catalan separatist authorities said 90 percent of the 2.2 million people who cast their ballot in the referendum — out of 5.5 million eligible voters — opted to break from Spain.

Prime Minister Mariano Rajoy called for “understanding and harmony” but warned that he would not tolerate any breaking of the law and Spain’s constitution.

Puigdemont’s pick

Torra’s appointment paves the way for a new government after months of political limbo.

This in turn will lift a state of emergency direct rule imposed by Madrid on October 27 after the majority separatist parliament made a short-lived unilateral declaration of independence.

Analysts warned the road ahead would be a rocky one, however, with politicians and voters split on the merits of trying to leave Spain.

After Torra’s address Puigdemont appeared on Catalan television, speaking from Germany where he is free on bail pending a court decision on whether to extradite him to Spain.

He faces jail on rebellion charges for last year’s secession bid if he returns.

In an interview published Saturday by Italian daily La Stampa, Puigdemont said Torra, as his designated successor, “takes power in provisional conditions and he is aware of that. From October 27, he will be able to call new elections”.

Ines Arrimadas, leader in Catalonia of the centrist, anti-independence Ciudadanos party, has branded Torra a mere “puppet” for Puigdemont.

Crisis not over

Torra tried — and failed — to be appointed on Saturday at an initial parliamentary vote that required an absolute majority.

During Monday’s session, in which he only needed a simple majority, he outlined his new government’s plans for education, health and employment.

On Saturday, he had focused entirely on independence.

During that speech, he lambasted European institutions for their “unacceptable silence” over the Catalan crisis.

He also said a “Republican council” would be created abroad in parallel, presided by Puigdemont, as well as an assembly composed of local officials.

 ‘Secessionist momentum’

Catalonia is one of Spain’s richest regions, with 7.5 million people.
It has its own distinct language and cultural traditions.

Calls have increased in recent years for it to have more control over its finances, with some demanding outright independence.

Last year’s secession bid plunged Spain into its biggest political crisis in decades.

After the brief declaration of independence, Rajoy imposed direct rule on Catalonia and called snap regional elections in December.

Separatist parties won those but all the leadership candidates picked by the separatist camp have fallen flat. They are either in self-exile like Puigdemont, or in jail over their role in the secession bid.

Problems ahead

Torra faces divisions within the separatist camp, composed of the CUP, the leftwing ERC party and Puigdemont’s Together for Catalonia grouping, according to Antonio Barroso, deputy research director at Teneo Intelligence.

Barroso said the ERC wants a moderate approach to avoid a clampdown by Madrid and to play a longer independence game.

“In contrast, Puigdemont’s strategy is to continue using every opportunity… to continue challenging the Spanish authorities and keep the secessionist momentum alive.”

For Oriol Bartomeus, politics professor at Barcelona Autonomous University, the region risks having “a divided government — there could be fallout”.
