Telangana Rashtra Samithi To Be A Decisive Force At Centre, Claims KT Rama Rao

Expressing confidence that the TRS would be a decisive force at the Centre, its working president KT Rama Rao on Friday claimed that neither the BJP nor the Congress were in a position to get a comfortable number of seats in the coming Lok Sabha elections.

Addressing a party gathering, he said the UPA was not a position get more than 100-110 Lok Sabha seats and the ruling NDA would also not get more 150-160 seats.

“That means, even if the Congress and the BJP come together, they cannot reach the magic number of 273,” he said.

He said the Congress, on its own or as the UPA, was not in a position to win more than 100 or 110 seats and the BJP had nothing on the ground, it was the ‘Build up Jateeya (national) Party’.

“The NDA and the UPA both are not in a good situation. The way political developments are taking place… the day is not far when the TRS would be a decisive force, an important force, in Delhi,” he said.

Noting that the BJP lacked support on the ground, he said the party had suffered a massive defeat in the recent Telangana Assembly polls, though a host of BJP leaders, including Prime Minister Narendra Modi and party president Amit Shah, had campaigned in the state.

“The situation is no different nationwide. Modiji’s build up is good outside… There is nothing on the ground. KCR (K Chandrashekar Rao) has been saying, the Congress and the BJP have done grave injustice to the country,” Mr Rama Rao alleged.

TRS president and Telangana Chief Minister K Chandrasekhar Rao has been advocating for the formation of a non-Congress, non-BJP federal front to realise the spirit of federalism and to bring about a qualitative change in politics, he said.

Mr Rama Rao said he met YSR Congress chief YS Jaganmohan Reddy as part of efforts to build the federal front because joint effort by the MPs from both Telangana and Andhra Pradesh could increase their say in getting their due from the Centre.

He alleged that since after the meeting, Andhra Pradesh Chief Minister N Chandrababu Naidu has been attacking the TRS, though it is making efforts for a qualitative change in politics and end Centre’s control on the states, he alleged.

Mr Naidu is trying to confuse the people of Andhra Pradesh by showing the BJP as an object of fear to hide his own failures, despite the TDP having been a part of the NDA government, he claimed.

Rama Rao, the son of Chandrasekhar Rao, was speaking at an event where Congress leader Vanteru Pratap Reddy, who contested against the TRS president in Gajwel Assembly segment in the recent polls, joined the TRS.

Mr Pratap Reddy joining the TRS could be a setback for the Congress in Gajwel.

Supreme Court To Hear Petition Against Nageswara Rao As CBI Interim Chief


New Delhi: 

A petition challenging M Nageswara Rao’s appointment as the interim chief of the Central Bureau of Investigation (CBI) is likely to be heard by the Supreme Court next week.

Mr Rao took over the top job last Friday after Alok Verma was sacked as the chief the agency by a high-powered panel headed by Prime Minister Narendra Modi. Mr Rao promptly reversed all decisions taken in the previous two days by his then boss.

An NGO had filed a petition on Monday through advocate Prashant Bhushan, seeking a direction to cancel the government’s order appointing Mr Rao as the acting director of the agency.  Common Cause, that filed the petition, said it was “illegal, arbitrary, mala fide and in violation of the Delhi Police Special Establishment (DPSE) Act”.

The 1986-batch Odisha cadre Indian Police Service officer first took charge as interim chief under dramatic circumstances on October 23, around 2 am, after Mr Verma was divested of his powers and sent away.

M Nageswara Rao, Interim CBI Chief, Begins Process Of Making Structural Changes: Officials

New Delhi: 

CBI interim chief M Nageswara Rao has started the process of making structural changes in the Central Bureau of Investigation in order to streamline the work load on various zones of the agency across the country, officials said.

Several senior officers have raised the issue of uneven distribution of work in various zones which is affecting the ongoing probes and work force distribution.

Normally the issues such as these are discussed in the quarterly review meeting of all the joint directors and deputy inspector general when they converge at New Delhi headquarters of the agency.

The last quarterly meeting scheduled in December last year did not take place as the Supreme Court had barred Mr Rao, in his first tenure as acting director, from taking any policy decisions.

In a controversial order on October 23, 2018, the government had divested the powers of the then CBI director Alok Verma and Special Director Rakesh Asthana sending them on forced leave as both had accused each other of corruption.

The move was taken after a bitter battle between the two top officials of the agency spilled in the public domain. A corruption case was filed against Rakesh Asthana. A plea to quash it has been rejected by the Delhi High Court.

The government had given charge of the agency to Joint Director Mr Rao, who was later promoted as additional director.

On a plea of Mr Verma, challenging the forced leave order of the government, the Supreme Court had directed Mr Rao to not take any major policy decision.

The Supreme Court had re-instated Mr Verma on January 8 this year, setting aside government order to send him on forced leave.

Within 48 hours, a high powered committee comprising of Prime Minister Narendra Modi, Justice AK Sikri and Leader of Congress in Lok Sabha Mallikarjun Kharge in a split verdict, decided to transfer Mr Verma as Director General Fire Services.

Following the decision, Mr Rao was again given the charge of the agency.

Mr Rao has now moved a proposal among all the joint directors seeking their comments on the restructuring of zones as the previous restrictions imposed by the Supreme Court do not apply in his fresh term, officials said.

Each zone will have a Special Crime branch and an Economic Offences branch in addition to the Anti-Corruption Branches with co-terminus jurisdiction of respective zone, a proposal circulated among all the CBI offices said.

According to the proposal, Anti-Corruption Branch of Bengaluru will be reporting to Chennai zone. It is reporting to Hyderabad which has just three branches under it.

Hyderabad zone will also look after the works of the Anti-Corruption branches of Raipur, Jabalpur and Bhopal.

Mumbai zone will get two new branches, under it a special crime and an Anti-Corruption based in Nagpur, taking the tally from current five to seven branches under it.

Nageswara Rao Takes Charge As CBI Chief 2 Days After He Welcomed Ex-Boss Alok Verma


Nageswara Rao first took charge as interim chief under dramatic circumstances on October 23, around 2 am.

New Delhi: 

A day after the sacking of Alok Verma as Central Bureau of Investigation (CBI) director, additional director M Nageswara Rao again took over the top job on Friday.

Nageswara Rao, who had been made interim chief in October after Alok Verma was sent on forced leave, had personally welcomed him back to the CBI headquarters on Wednesday after he was conditionally reinstated by the Supreme Court.

Mr Rao, a 1986-batch Odisha cadre Indian Police Service officer, was again asked to take over by the Department of Personnel and Training.

Mr Rao first took charge as interim chief under dramatic circumstances on October 23, around 2 am, after Mr Verma was divested of his powers and sent away.

Special Director Rakesh Asthana, the number two officer in the agency, was also sent on leave the same day. Both had exchanged vicious charges of corruption, in an unprecedented public feud in the investigating agency.

Mr Verma was removed yesterday, 48 hours after his reinstatement, by a high-powered selection committee led by Prime Minister Narendra Modi.

In a two-one decision backed by PM Modi and Supreme Court judge Justice AK Sikri, Congress leader Mallikarjun Kharge was the dissenting member.

CBI Director Alok Verma Cancels Most Of Transfer Orders By Interim Chief M Nageshwar Rao

New Delhi: 

CBI chief Alok Verma, who today returned to his office in Delhi for the first time in three months, has cancelled most of the transfers ordered by M Nageshwar Rao, who had replaced him as interim chief.

Mr Nageswar Rao had signed off on the transfer of 10 officers on Mr Verma’s team.

Mr Verma was on Tuesday reinstated as CBI boss by the Supreme Court, which scrapped an October government order divesting him of his powers and sending him on leave. 

While restoring him, the Supreme Court said Mr Verma cannot take any major policy decisions until a high-powered select committee comprising the Prime Minister, the Leader of Opposition and the Chief Justice of India meet and decide on his status. The committee has to give its report within a week.

Sources say Mr Verma can still file First Information Report (FIRs) and sign off on transfers; they argue that interim chief Nageswara Rao also discharged these functions after being ordered by the top court to steer clear of major policy decisions.

Alok Verma had challenged the government’s October 23 order arguing that the CBI chief has a fixed two-year term and can be removed only by the high-powered committee.

Mr Verma’s term ends on January 31.

The top court’s ruling was perceived as a huge setback for the BJP-led government, which has been accused by the opposition of manipulating the CBI and misusing it to target rivals.

Mr Verma and his deputy Rakesh Asthana, the CBI’s top two officers, were both sent on leave in October as they swapped charges and accused each other of corruption in a case being investigated by the agency.

Mr Asthana remains on forced leave.

The government had justified its move in court saying it had no option but to send both officers on leave to protect CBI’s integrity and image, since they were fighting like “Kilkenny cats”. The Central Vigilance Commission, which had recommended sending away the CBI boss, said “extraordinary situations need extraordinary remedies.”

The Supreme Court had also asked Mr Verma to respond to a vigilance report on him based on Mr Asthana’s accusations. The CBI Director was accused by Mr Asthana of taking bribe from a Hyderabad-based businessman being investigated by the agency. Mr Verma has accused Mr Asthana of the same crime.

A voluntary science body Saturday condemned the ”Kauravas were test tube babies” claim made in the Indian Science Congress held in Punjab’s Jalandhar, saying it was “wrong to mix mythology and science”.

The Breakthrough Science Society, a body committed to propagating science and scientific outlook, said it was distressing that such “chauvinistic claims” about ancient India were made before young and impressionable minds.

In a statement, it said such claims were tarnishing genuine contribution made by great personalities.

“Puranic verses and epics are poetic, enjoyable, contain moral elements and rich in imagination, but not scientifically constructed or validated theories. Chauvinistic claims about ancient India are being made before young and impressionable minds,” the body said.

“It is absolutely distressing that these claims were made in the Children Science Congress section of Indian Science Congress (ISC) where the audience was largely comprised of teachers and young students,” it said.

The voluntary organisation recalled that past presidents of Indian Science Congress — Acharya Prafulla Chandra Ray (1920), Sir Ram Nath Chopra (1948) and P Parija (1960) — dealt with science in an “objective and educative” manner while giving due recognition to the achievements in science in ancient India.

“Stem cell research, in vitro fertilisation, science of ballistics and guided missiles, theory of relativity, quantum mechanics, among others, have evolved as a process. It is important to note that no technological accomplishment can be made without the relevant scientific theoretical foundation,” the statement said.

“Building of a guided missile requires electricity, metallurgy, mechanics, projectile motion, radars, optics, motion sensors, wireless communication and there is no evidence for the existence of these underlying pillars of scientific knowledge in ancient India,” it asserted.

Andhra University Vice Chancellor G Nageshwar Rao had on Friday said at the Indian Science Congress that Kauravas were born due to stem cell and test tube technologies and that India possessed knowledge about guided missiles thousands of years ago.

The body noted that it was not the first time that such a “blunder” had happened in the ISC.
In the 2015 ISC event, claims were made on the existence of aircraft in ancient India, but the observation was rebuffed by the science community.

“ISC does not seem to be learning from the past mistakes. Hence, it is time that the scientific community speaks up again and in a stronger voice,” the statement said.

KT Rama Rao Says, BJP Government Biased Towards Telangana


We express our strong protest against the attitude of the BJP and that of the Centre

Hyderabad: 

TRS working president K T Rama Rao today accused the BJP government at the Centre of adopting a biased attitude towards Telangana in providing funds and extending various benefits and said the BJP would pay a price for it in the coming Lok Sabha elections.

Mr Rao claimed that Union Minister Arjun Ram Meghwal had in the Parliament session replied in the negative to a query by TRS MP K Prabhakar Reddy whether the Centre would provide funds to the Mission Kakatiya (for revival of tanks)and Mission Bhagiradha (supplying piped drinking water) schemes in the state.

He said the TRS strongly condemns this attitude of the Centre which is because the BJP lacks presence in Telangana.

“On behalf of Telangana people, we express our strong protest against the attitude of the BJP and that of the Centre,” he said.

The Centre has readily helped Maharashtra, where BJP is in power, with Rs 3,831 crore for irrigation this financial year in irrigation, Mr Rao said.

“That means… the BJP is doing grave injustice to Telangana,” he said.

BJP lost deposits in 103 out of the total 119 seats in the recent assembly elections because of its ”biased” attitude towards the state though Chief Minister K Chandrasekhar Rao had appealed to the Prime Minister Narendra Modi and NITI Ayog had also made a recommendation, he said.

“I humbly warn BJP friends on behalf of Telangana people. If you continue the same biased attitude, your deposits would be lost in all the 17 parliament seats,” Mr Rao said.

The NDA government has not responded to the request to grant national status to an irrigation project in the state, paying GST dues, setting up a steel factory in the state according to the AP Reorganisation Act and providing other Central funds, he claimed.

Also, the attitude of the BJP is undemocratic and that it would pay a price for it unless its leaders changed their ways, the TRS leader said.

“…it is unfortunate that they don”t have the thought to support Telangana. In democracy, is he only the Prime Minister for the BJP, not for country. Prime Minister only for BJP-ruled states,” he said.

Asked about PM Modi’s reported comments in a media interview that he does not know about the federal front proposed by Chief Minister Chandrashekhar Rao, he said: “I don”t know that Prime Minister ji said so”.

आज पूर्व प्रधानमंत्री पीवी नरसिम्हा राव की पूण्यतिथि (PV Narasimha Rao Death Anniversary) है. ये 1990-91 के दरम्यानी महीने थे, जब पीवी नरसिम्हा राव अपनी सियासी पारी को विराम देने की तैयारी कर रहे थे और वापस अपने घर हैदराबाद जाने के लिए बैग पैक कर चुके थे, लेकिन नियति ने तो कुछ और लिख रखा था. राजीव गांधी की हत्या के बाद पैदा हुई परिस्थिति ने नरसिम्हा राव (P. V. Narasimha Rao) को प्रधानमंत्री की कुर्सी तक पहुंचा दिया. पूर्व प्रधानमंत्री डॉ. मनमोहन सिंह पर ‘द एक्सीडेंटल प्राइम मिनिस्टर’ के नाम से किताब लिखने वाले विख्यात पत्रकार और उनके मीडिया सलाहकार रहे संजय बारू अपनी किताब ‘1991 हाउ पीवी नरसिम्हा राव मेड हिस्ट्री’ में लिखते हैं, ‘नरसिम्हा राव (PV Narasimha Rao) देश के पहले एक्सीडेंटल प्राइम मिनिस्टर थे’. यूं तो नरसिम्हा राव कांग्रेस की बांह पकड़कर सियासत की सीढ़ियां चढ़ते हुए तब प्रधानमंत्री की कुर्सी तक पहुंचे, जब उन्हें खुद इसकी उम्मीद नहीं थी, लेकिन इस कुर्सी की वजह से उनके और कांग्रेस के रिश्तों में इस कदर खटास आई कि दिल्ली में निधन के बाद उनके शव का अंतिम संस्कार करीब 1500 किलोमीटर दूर करना पड़ा.

शव को हैदराबाद ले जाने पर अड़े कांग्रेसी नेता 

पीवी नरसिम्हा राव (Narasimha Rao) का निधन 23 दिसंबर 2004 को हुआ. उन्होंने करीब 11 बजे एम्स में आखिरी सांस ली थी. करीब ढाई बजे उनका शव एम्स से उनके आवास 9 मोती लाल नेहरू मार्ग लाया गया. इसके बाद असली राजनीति शुरू हुई. तत्कालीन गृह मंत्री शिवराज पाटिल ने राव के छोटे बेटे प्रभाकरा को सुझाव दिया कि अंतिम संस्कार हैदराबाद में किया जाए, लेकिन परिवार दिल्ली में ही अंतिम संस्कार पर अड़ा रहा. थोड़ी देर बाद कांग्रेस की तत्कालीन अध्यक्ष सोनिया गांधी के एक और करीबी गुलाब नबी आजाद  9 मोती लाल नेहरू मार्ग पहुंचे. उन्होंने भी राव (Former PM PV Narasimha Rao) के परिवार से शव को हैदराबाद ले जाने की अपील की. इस बीच आंध्र प्रदेश के मुख्यमंत्री और कांग्रेस के नेता वाईएस राजशेखर रेड्डी ने भी राव के परिवार से शव को हैदराबाद ले जाने की गुजारिश की. शाम को सोनिया गांधी (Sonia Gandhi) प्रधानमंत्री मनमोहन सिंह और कद्दावर नेता प्रणब मुखर्जी के साथ  9 मोती लाल नेहरू मार्ग में दाखिल हुईं. विनय सीतापति अपनी किताब ‘द हाफ लायन’ में लिखते हैं, कुछ सेकेंड के मौन के बाद मनमोहन सिंह ने राव के बेटे प्रभाकरा से पूछा, ‘आप लोगों ने क्या सोचा है? ये लोग कह रहे हैं कि अंतिम संस्कार हैदराबाद में होना चाहिए. प्रभाकरा ने कहा, ‘यही (दिल्ली) उनकी कर्मभूमि थी. आप अपने कैबिनेट सहयोगियों को यहां अंतिम संस्कार के लिए मनाइये’. बकौल सीतापति, ‘इसके बाद मनमोहन सिंह (Manmohan Singh) के बगल में खड़ी सोनिया गांधी कुछ बुदबुदाईं’. 

नरसिम्हा राव का किया नुकसान अब भी भारी कीमत वसूल रहा है’

शव रखने के लिए नहीं खुला कांग्रेस मुख्यालय का गेट                                                                             

तमाम कांग्रेसी नेताओं व मंत्रियों की जिद और दिल्ली में नरसिम्हा राव का मेमोरियल बनवाने के आश्वासन के बाद राव का परिवार नरम पड़ा और अंतिम संस्कार हैदराबाद में करने के लिए तैयार हो गया. अगले दिन यानी 24 दिसंबर को तिरंगे में लिपटी नरसिम्हा राव (PV Narasimha Rao) की बॉडी को एक तोप गाड़ी (गन कैरिज) में रखा गया. परिवार ने तय किया कि एयरपोर्ट जाने से पहले उनके शव को कुछ समय के लिए कांग्रेस मुख्यालय में रखा जाए. यह वही जगह थी, जहां राव ने तमाम सियासी मौसमों को देखा था. परिवार की इच्छा के अनुसार राव के शव को ले जा रही तोप गाड़ी 24 अकबर रोड यानी सोनिया गांधी (Sonia Gandhi) के आवास से सटे कांग्रेस मुख्यालय के पास रोक दी गई. पार्टी मुख्यालय का गेट बंद था. वहां कांग्रेस के तमाम नेता मौजूद थे, लेकिन सब चुप्पी साधे हुए थे. सोनिया गांधी (Sonia Gandhi) और अन्य नेता अंतिम विदाई देने के लिए बाहर आए, लेकिन गेट नहीं खुला. चूंकि किसी भी नेता के निधन के बाद उसका शव पार्टी मुख्यालय में आम कार्यकर्ताओं के दर्शन के लिए रखने का रिवाज था. ऐसे में राव के परिजनों को इस बात की उम्मीद भी नहीं थी कि ऐसा भी हो सकता है. करीब आधे घंटे तक शव को ले जा रही तोप गाड़ी बाहर खड़ी रही और फिर यह एयरपोर्ट के लिए रवाना हो गई. 

‘नरसिम्हा राव कोई आर्थिक मसीहा नहीं थे, नेहरू की नीतियां फेल हुईं तो मजबूरी में उठाया कदम’  

आर्थिक सुधारों का क्रेडिट दिया जाना पसंद नहीं आया

बतौर प्रधानमंत्री पीवी नरसिम्हा राव ने 1991 में आर्थिक सुधारों का दरवाजा खोला. चौतरफा इसकी चर्चा हुई. हालांकि कांग्रेस को इन सुधारों के पीछे राव (PV Narasimha Rao) को क्रेडिट दिया जाना पसंद नहीं आया. विनय सीतापति अपनी किताब ‘द हाफ लायन’ में इस बात का जिक्र करते हुए लिखते हैं, कांग्रेस के 125वें स्थापना दिवस पर सोनिया गांधी ने कहा कि ‘राजीव जी अपने सपनों को साकार होते हुए देखने के लिए हमारे बीच नही हैं, लेकिन हम देख सकते हैं कि वर्ष 1991 के चुनावी घोषणा पत्र में उन्होंने जो दावे किये थे, वही अगले पांच वर्षों के लिए आर्थिक नीतियों के आधार बने’. आर्थिक सुधारों का दरवाजा खोलने के सालभर बाद ही राव से नाराज कांग्रेसी नेताओं को उनके खिलाफ मोर्चा खोलने का मौका तब मिल गया, जब अयोध्या में बाबरी मस्जिद गिरा दी गई. बकौल सीतापति, ‘नरसिम्हा राव (PV Narasimha Rao) के प्रशंसकों में से एक और कांग्रेस के कद्दावर नेताओं में शुमार जयराम रमेश कहते हैं कि, ‘कांग्रेस के 99.99 फीसद लोगों का मानना है कि बाबरी मस्जिद के गिरने के पीछे कहीं न कहीं राव की मिलीभगत थी. उस घटना की कसौटी पर पूरी कांग्रेस पार्टी को कसा जाता है’. विनय सीतापति लिखते हैं, ”राहुल गांधी ने तो सार्वजनिक तौर पर यह कहा कि ‘अगर उनका परिवार वर्ष 1992 में सत्ता में होता तो शायद बाबरी मस्जिद नहीं गिरती”. 

एनडी तिवारीः ‘नैनीताल का चुनाव न हारते तो बन जाते प्रधानमंत्री, नरसिम्हा राव बांध चुके थे बोरिया-बिस्तर’

…तो सोनिया गांधी को रिपोर्ट नहीं किया 

आर्थिक सुधारों का श्रेय और बाबरी मस्जिद विध्वंस कांड के अलावा और भी कई वजहें थी, जिसकी वजह से नरसिम्हा राव और कांग्रेस के रिश्तों में खटास बढ़ती गई. उनमें से एक बड़ी वजह यह थी कि पीएम बनने के बाद कांग्रेस और खासकर सोनिया गांधी को राव (PV Narasimha Rao) से जिस तरह की अपेक्षाएं थी, वे उसके विपरीत काम कर रहे थे. इसका ब्योरा विनय सीतापति ने राव की बायोग्राफी ‘द हाफ लायन’ में दिया है. वे लिखते हैं, ”बकौल के. नटवर सिंह Natwar Singh (कांग्रेसी नेता) नरसिम्हा राव को लगा कि बतौर प्रधानमंत्री उन्हें सोनिया गांधी को रिपोर्ट करने की जरूरत नहीं है. और उन्होंने ऐसा ही किया. यह बात सोनिया गांधी को पसंद नहीं आई. नाराजगी बढ़ती गई”.
