National Security Is A Punching Bag For Congress, Says PM Modi

Chennai: 

Prime Minister Narendra Modi Saturday hit out at the Congress party, saying national security and defence sector were either a punching bag or a funding source for it.

“For the Congress, national security and the defence sector is either a punching bag or a funding source,” he said in an interaction with BJP workers from Tamil Nadu through video conference from New Delhi.

The Prime Minister alleged that the (Congress) leaders mock at the surgical strike on the one hand while on the other, they have looted defence sector from the jeep scam back in the 1940s and 50s to the Bofors in the 80s, the AgustaWestland and submarine scam, among many others.

“All they see is the way to make money even if it means the morale of our forces is diminished,” PM Modi said.

“We are proud of our forces and have faith in them,” the Prime Minister said.

During an election campaign in Rajasthan recently, PM Modi had slammed Congress president Rahul Gandhi for “raising doubts” over the cross-border surgical strike carried out by the Army in September 2016.

He had alleged that the military operation left the opposition party dejected instead of elated.

His jibe at the Congress came after Mr Gandhi accused him of shaping the Army’s surgical strike across the LoC into a “political asset” and being “unsuccessful” in creating job opportunities for the youth.

Decomposed Body Of Afghan National Found In Delhi’s Lajpat Nagar

New Delhi: 

A decomposed body of an Afghan national was found at his rented flat in southeast Delhi’s Lajpat Nagar, the police said on Saturday.

The man has been identified as 33-year-old Sultani Naseer, they said.

On December 13, a man informed the Lajpat Nagar police station that his tenant died at his house, the police said.

Upon reaching the spot, the police found the man’s body on a sofa, Chinmoy Biswal, Deputy Commissioner of police (southeast), said.

The police suspect that the victim died around five to six days ago, he said.

No physical injuries were found on the body. The house also seemed in normal condition, he added.

The body has been sent to AIIMS mortuary and the Afghan embassy has been informed about the matter, the police added.

China Says Two Canadians Suspected Of Threatening National Security


The Canadian foreign ministry identified the second Canadian as Michael Spavor.

Beijing, China: 

China confirmed on Thursday that two Canadian nationals are being investigated on suspicion of engaging in “activities that threatened” national security.

Former Canadian diplomat Michael Kovrig and business consultant Michael Spavor were put under “compulsory measures” on Monday in different regions, said foreign ministry spokesman Lu Kang, who did not explain if the measures mean that the men are arrested.

Area In 10 Km Radius Around National Parks To Be Eco-Sensitive Zone


The government told the top court there are 662 national parks and wildlife sanctuaries in the country

New Delhi: 

The Supreme Court on Tuesday directed the Centre to declare “at the earliest” 10 km area around 21 national parks and wildlife sanctuaries in the country as Eco-Sensitive Zone (ESZ) to protect wild birds and animals.

The areas close to national parks and wildlife sanctuaries are notified as ESZ by the Union Ministry of Environment, Forests and Climate Change (MoEFCC) notifies, with an aim to create “shock absorbers” for the protected animals and birds, by regulating and managing the activities there. It can direct that certain industries and operations are not carried out, or subjected to safeguards, in ESZs.

The bench, comprising Justices Madan B Lokur, Deepak Gupta and Hemant Gupta, was informed that there were 662 national parks and wildlife sanctuaries in the country, and state governments and Union territory administrations have not even moved any proposal to the Centre for declaring ESZ in 21 such areas.

“Under the circumstances, we direct that an area of 10 Kms (kilometres) around these 21 National Parks and Wildlife Sanctuaries be declared as Eco-Sensitive Zone by the MoEF. The declaration be made by the MoEF at the earliest,” the bench noted in its order.

“Liberty is granted to the state governments to move an application for modification of this order along with proposal only two weeks after submission of the proposals to the MoEF.”

The 21 national parks and wildlife sanctuaries – without ESZ declaration – are in Assam, Jammu and Kashmir, Karnataka, Maharashtra, Manipur, Meghalaya, Nagaland, Uttar Pradesh and West Bengal.

Additional Solicitor General ANS Nadkarni, appearing for the Centre, told the top court that there are 662 national parks and wildlife sanctuaries in the country.

“The proposals for declaring areas around these National Parks and Wildlife Sanctuaries as Eco Sensitive Zone have been received from state governments/UT Administrations for 641 National Parks and Wildlife Sanctuaries,” he said, adding: “No proposals have been received in respect of 21 National Parks and Wildlife Sanctuaries.”

The law officer also said the Centre has accepted and notified Eco-Sensitive Zones for 289 national parks and wildlife sanctuaries, as of November 26 this year, and draft notifications for 206 are ready.

“We expect the Ministry of Environment, Forests and Climate Change to actively pursue the preparation of the draft Notification and to issue a final Notification at the earliest,” the bench ordered.

Some prominent national parks and wildlife sanctuaries without operational ESZs include Pobitora Sanctuary of Assam, Hemis High Altitude National Park and Kishtewar National Park of Jammu and Kashmir, Jogimatti Sanctuary of Karnataka, Deolgaon Rehekuri Sanctuary of Maharashtra, Siroi National Park of Manipur, Baghmara Pitcher Plant Sanctuary of Meghalaya, Fakim Sanctuary of Nagaland and Pilibhit Sanctuary of Uttar Pradesh.

National Green Tribunal To Issue Judgment On Vedanta’s Sterlite Plant Next Week


A judgment on the smelter will be uploaded on the court’s website in a week’s time, NGT chief said

New Delhi: 

The National Green Tribunal on Monday said it will issue its judgment in one week on whether to allow Vedanta Ltd to re-open its copper smelter, which was closed earlier this year after 13 people died when police fired on protesters.

A panel of experts set up by National Green Tribunal, informally known as the green court, in November said authorities in Tamil Nadu failed to comply with procedures before shutting down the smelter.

A judgment on the smelter will be uploaded on the court’s website in a week’s time, Adarsh Kumar Goel, chairman of the National Green Tribunal, said on Monday.

There will be no further hearings on the case, he said.

Last week, CS Vaidyanathan, a lawyer for the Tamil Nadu Pollution Control Board, questioned the power of the expert panel to decide that the ban on the smelter in the town of Thoothukudi should be lifted.

State authorities had shut down the Tamil Nadu plant in May after police fired on protesters calling for its closure over concerns it was polluting air and water.

Vedanta’s lawyer Aryama Sundaram last week told the court the company would invest 1 billion rupees ($14 million) to build hospitals and schools for people living close to the smelter.

The smelter is one of the two largest in India. Resuming production is crucial to Vedanta as it faces rising costs and the impact of a slowing economy on demand for metals and energy.

नई दिल्ली: केंद्र सरकार ने राष्ट्रीय पेंशन स्कीम में कई बदलाव किए हैं. सरकार ने अपना योगदान 10 फीसद से बढ़ाकर 14 फीसद करने का फैसला किया है. इसके साथ ही यह तय किया गया है कि एनपीएस का पूरा 60 फीसदी भाग निकालने पर कोई टैक्स नहीं देना होगा. बता दें, अभी तक कर्मचारी की ओर से इस स्‍कीम में 10 प्रतिशत का योगदान दिया जाता था, वहीं सरकार भी 10 फीसदी का योगदान करती थी.

अब बड़ा बदलाव यह किया गया है कि कर्मचारी को तो 10 प्रतिशत ही योगदान देना होगा लेकिन सरकार 10 के बदले 14 प्रतिशत का योगदान देगी. वित्त मंत्री अरुण जेटली ने इसका एलान सोमवार को किया.

रिटायरमेंट के समय कर्मचारी अपने कुल जमाधन का 60 प्रतिशत निकाल सकते थें, जिनमें उसका 40 प्रतिशत टैक्‍सेबल होता था लेकिन अब इसमें बदलाव किया गया है. अब इसे टैक्‍स फ्री कर दिया गया है. कर्मचारी जो योगदान देते हैं वह 80सी में कवर होगा. कर्मचारी को निवेश का जो दो विकल्‍प दिया जाता था जिसमें एक इक्‍व‍िटी का भी था, अब वह दोनों स्‍कीम में कभी भी चेंज कर सकेंगे. अभी नेशनल पेंशन स्‍कीम के तहत 18 लाख कर्मचारी लाभार्थी हैं.
