In Madhya Pradesh, 3-Year-Old Allegedly Raped, Her Maggot-Infested Body Found 4 Days Later


The girl’s battered body was found on Saturday.

Madhya Pradesh: 

A three-year-old was found dead with bite marks all over her body and a missing left hand. Her maggot-infested body was found near a drain in Madhya Pradesh’s Burhanpur area. Doctors are awaiting her viscera report to confirm sexual assault.

The girl had gone missing on Wednesday morning. She was playing outside her home in the village, while her grandparents were in the verandah. Her parents were working in their field, city superintendent of police Ajay Kumar said.

“She had gone to the drain to relieve herself, but five minutes later when her grandparents called her, there was response. After they failed to find her, they informed her parents who rushed to the police station and filled a missing person report. The police began searching for her and even used sniffer dogs, but couldn’t find her,” Mr Kumar said.

Her body was found on Saturday about a kilometre from her home. Civil surgeon Shakil Khan said, “There were maggots and injury marks all over her body. We can say from her injuries that she was sexually assaulted and then suffocated to death.”

State women and child development minister Archana Chitnis has promised strict action against the culprit. She said, “This is heart-wrenching. I am in constant touch with senior officials and her family. The punishment can’t bring the little girl back, but will ensure the guilty should be punished as early as possible.”

क्या 2019 के रास्ते में पहला पड़ाव मध्यप्रदेश है?

पहले हमारे लिये 2018 सबसे अहम मुकाम है, कोशिश है केवल मध्य प्रदेश ही नहीं उसके साथ छत्तीसगढ़, राजस्थान, मिजोरम में कांग्रेस का परचम लहराए. मैं मानता हूं कि केन्द्र का रास्ता प्रदेश के जरिये ही जाता है. प्रदेश में मज़बूत सरकार बने ये हमारे लिये बहुत महत्वपूर्ण है. मध्य प्रदेश में पिछले 15 सालों से हर क्षेत्र में पूर्ण रूप से लोगों की आकांक्षाओं पर पानी फिरा है. मुझे पूरा भरोसा है इस बार चुनावों में सिर्फ कांग्रेस का कार्यकर्ता नहीं बल्कि 7 करोड़ जनता सरकार को बर्खास्त करने का मन बनाकर बैठी है. 

इस बार कांग्रेस की रणनीति क्या होगी?

मेरी ये सोच रही है, किसी सामाजिक संगठन को और मैं कांग्रेस को राजनीतिक दल नहीं सामाजिक क्रांति मानता हूं . किसी सामाजिक संगठन को जनता की नब्ज समझने उनके बीच जाना होगा. इसके लिये हमने कई नीतियां चुनाव अभियान में बनाई हैं, ‘जवाब दो हिसाब दो’ को हर ब्लॉक पर हम आयोजित कर रहे हैं. इसी के साथ ‘आपकी कांग्रेस आपके द्वार’ अभियान में हर घर में हमारा कार्यकर्ता जाएगा, संपर्क बनाए, रिश्ता बनाए. यही हमारी परंपरा रही है, 100 साल के इतिहास में उसी के आधार पर हम अपना कार्यक्रम बना रहे हैं.

सरकार की जो लुभावन योजनाएं हैं, चाहे ‘संबल’ हो या ‘प्रधानमंत्री आवास योजना’ वो लोगों में काफी सफल लग रही है, इसके बीच कांग्रेस की चुनौती को कैसे देखते हैं?

प्रधानमंत्री आवास योजना हो या संबल सबकी नींव अगर टटोलोगे तो सबकी नींव यूपीए ने ही रखी है. आपने क्या किया सिर्फ नाम बदला. कठिनाई यही है देश में सिर्फ मार्केटिंग हो रही है, काम नहीं हो रहा. जो कांग्रेस ने 70 साल में नहीं किया वो आपने कर दिया हिन्दुस्तानी रुपये को डॉलर के मुकाबले 70 में रुपये कर दिया. किसान बीजेपी के मायाजाल में नहीं फंसने वाला, मैं भावना का कायल होता अगर 14 साल पहले किसानों के बिजली बिल माफ करते. जनता जानती है बिल माफी कब तक और क्यों हो रही है. जिन किसानों को जेल भेजा है बिल के मामले पर वो किसान भी नहीं भूला है.

आपने दौरा शुरू कर दिया है, कोई बदलाव देख रहे हैं मूड में?

मैं कहूं बदलाव है तो आप कहेंगे राजनीतिक धारणा पर कह रहे हैं, ये जनता से पूछो वो बदलाव चाहती है वहीं उत्तर मिल जाएगा.

हमारी चर्चा उन सभी दलों से हो रही है, जिनकी विचारधारा है हमारे साथ उनकी भी भागीदारी हो. लेकिन वो भागीदारी सिद्धांतों, मूल्यों के आधार पर होगी. चुनाव के सीट बंटवारे पर नहीं हो सकती ताकी संबंध आगे तक चले. सीट मुद्दा नहीं है, संबंध बने तो, ना बने तो अपने दम पर लड़ेंगे.

यानी अभी तक संबंध नहीं बने हैं?

जहां तक कांग्रेस पार्टी है, हमारे प्रधानमंत्री पद के उम्मीदवार ज़रूर राहुल गांधी ही होंगे क्योंकि उनमें क्षमता है देश को आगे ले जाने की, सांप्रदायिक सौहार्द और उदारवादी विचारधारा का वातावरण बनाने की. इस देश को 21वीं सदी के पटल पर एक नक्षत्र के तरह उभारने की. लेकिन ये तय होगा पूरा जो गठबंधन है यूपीए का, आने वाले वक्त में जो बनने जा रहा है, साथ मिलकर संयुक्त रूप से विचार करके नेता को चुनेंगे. लेकिन कांग्रेस पार्टी की तरफ से ज़रूर राहुल गांधी ही वो नेता हैं. मैं मानता हूं जो पार्टी सबसे ज्यादा सीट लेकर आएगी उस गठबंधन के अंदर उस पार्टी के नेता को ही सर्वश्रेष्ठ मानना होगा.

Madhya Pradesh 14 districts faces of deficit rain


भोपाल: मानसून के लगभग ढाई महीने गुजर जाने के बाद भी राज्य के 14 जिलों में औसत से कम बारिश दर्ज की गई है. आधिकारिक तौर पर जारी ब्यौरे के अनुसार, राज्य में इस वर्ष मानसून के दौरान एक जून से 18 अगस्त तक 51 में से 14 जिले अभी भी अच्छी बारिश का इंतजार कर रहे हैं. भोपाल, सागर, देवास, अनूपपुर, बालाघाट, सतना, हरदा, धार, बैतूल, अलीराजपुर, अशोकनगर, छतरपुर, सिवनी और डिंडोरी जिलों में औसत से कम बारिश दर्ज हुई है.

Centre Orders Pre-Mature Retirement Of Madhya Pradesh IPS Officer

Bhopal: 

The Centre, acting on the recommendation of the Madhya Pradesh government, has decided to prematurely retire a 1995 batch Indian Police Service officer “in public interest” with immediate effect, an official said today.

IPS officer Mayank Jain (51) was suspended after the Lokayukta police raided his properties in May 2014 claiming to have unearthed illegal wealth allegedly amassed by him.

The state government in March had asked the Centre to prematurely retire Mr Jain, an official said, adding that such retirement might be the first for an IPS officer serving in the state.

“The Central government after careful consideration of the proposal of the state government and the performance of Mayank Jain, IPS (MP-1995) has come to the conclusion that the officer is not fit to be retained in service in public interest,” the order from the Centre read.

“The Central government has, therefore, decided to retire Mayank Jain prematurely from service, in public interest with immediate effect,” it added.

The order of the Centre stated that the action against Mr Jain was being taken under sub rule 3 of Rule 16 of the All India Services (Death Cum Retirement Benefits) Rules, 1958.

State Home Department Principal Secretary Malay Shrivastava told PTI that the state government would serve the Centre’s order, dated August 13, to Mr Jain on Monday.

Prakash Lahase Out On Bail For Murder Gets Death For Raping Woman In Madhya Pradesh

Burhanpur, Madhya Pradesh: 

A local court has sentenced a man to death for raping and killing a woman while he was out on bail after being convicted earlier for a murder.

While awarding the death penalty to Prakash Lahase, 34, on Thursday, Sessions Judge of Special Court Rajesh Nandeshwar observed, “The case falls in the category of the rarest of rare cases. Such persons are like gangrene in society which has to be removed from the body to save it.”

Quoting the judge, public prosecutor Shantaram Wankhede said, “The judiciary has a duty to remove the accused from the society. Criminals will have a free run if they are not punished properly, and the fear in them of deterrent will end.”

The public prosecutor said that judge Nandeshwar sentenced Lahase to death under Section 302 (murder) and awarded him life imprisonment on two different counts — Section 376 (2) (sexual assault) and 364 (kidnapping to kill) of the Indian Penal Code (IPC).

In 38 days, the court examined 38 witnesses before pronouncing the verdict, he said.

Prosecutor Wankhede said that Lahase had kidnapped the 30-year-old victim on May 17 this year from Khadkod village, some eight kilometres from Burhanpur district headquarters.

“He raped the woman at a deserted place and killed her by crushing her head with a stone. He then disposed of the body in a well,” Mr Wankhede said.

Judge Nandeshwar, while delivering his verdict, also said that women were feeling “extremely helpless and insecure” following a spurt in rape cases, Mr Wankhede said.

At least 10 rapists have been awarded the death sentence by various courts in the state since February this year.

Under fire for growing number of rape cases, the Madhya Pradesh government had brought a Bill in December last year, a first for the country, prescribing the death penalty for those convicted of raping minors below the age of 12.

It also set up 50 fast track courts to speed up the trial of those accused of rape.

According to statistics of the National Crime Records Bureau released in November last year, Madhya Pradesh accounted for the highest number of rape cases at 4,882 out of a total of 38,947 recorded nationwide in 2016.

The figure of 4,882 included 2,479 cases involving minor victims.

Madhya Pradesh recorded the highest number of rape cases (4,391) in 2015 too, according to the NCRB report.

Former prime minister Atal Bihari Vajpayee’s home state Madhya Pradesh played a huge role in shaping his political career as he was elected to the Lok Sabha two times from the state and was also declared the BJP’s prime ministerial face for the first time at a rally 22 years ago.

Atal Bihari Vajpayee, who was born in Gwalior, was elected from the city famous for its palaces and forts to the Lok Sabha in 1971 as the Jan Sangh candidate.

Gwalior, in fact, also has a temple built as a tribute to the former prime minister by an admirer.

The BJP stalwart, who died in New Delhi last evening, was also elected from another Lok Sabha seat in the state — Vidisha.

It was at a rally at Manawar, in tribal-dominated Dhar district, that Atal Bihari Vajpayee was first projected as the BJP’s prime ministerial candidate, a party leader said.

“Yes, I stand witness to the historic meeting attended by a large number of tribals in Dhar district. At the meeting, BJP patriarch L K Advaniji, for the first time in 1996, announced that Vajpayee will be prime minister in the event of the BJP coming to power at the Centre,” BJP national vice- president Prabhat Jha told PTI.

“That news was flashed across the country. That Vajpayee eventually became prime minister (in the same year) proved that Advani ji was a visionary leader,” said Jha, the then media in-charge of the state BJP.

Advani ji sprang a surprise by choosing to make that announcement from a remote tribal area, Manawar in Dhar district, but it was carried well the next day in the media across the country,” Mr Jha, a Rajya Sabha MP, said.

LK Advani’s words proved to be correct as Atal Bihari Vajpayee first served as prime minister for a period of 13 days in 1996, second time for 13 months and then for a full five-year term (1999-2004), state BJP spokesman Rajnish Agrawal said.

Atal Bihari Vajpayee was born in Gwalior on December 25, 1924 to Krishna Devi and Krishna Bihari Vajpayee in the Shinde Ki Chawni area.

The initial education of the poet-politician took place at Sheopur, then part of the Gwalior region. He later came to Gwalior, where he took admission in the Government Gorkhi Higher Secondary School, a party leader said.

Moved by Atal Bihari Vajpayee’s love for Hindi, his admirer Vijay Singh Chouhan, an advocate, built a temple in 1995 in Satya Narain Ki Tekri area of Gwalior as a tribute to the former prime minister.

Mr Chouhan said, “I was highly impressed with Vajpayee ji for his chaste Hindi address at the United Nations to promote the language. I used to perform his ‘aarti’ daily by keeping a photo of Vajpayee inside the temple.”

“Besides celebrating the Hindi Day every year on September 14, I also celebrate Vajpayee’s birthday on December 25,” he said.

Atal Bihari Vajpayee lost from Gwalior in 1984 to Congress leader Madhavrao Scindia.

In 1991, he contested from Vidisha and Lucknow, and won from both the places. However, he retained Lucknow and vacated Vidisha.

Minor Boy Rapes 4-Year-Old Girl In Madhya Pradesh


Several cases of rape of minors in the state have been reported in the recent past. (Representational)

Ujjain: 

A four-year-old girl was allegedly raped by a 14-year-old boy in Madhya Pradesh’s Ujjain district, police said today.

The boy, who was absconding, often visited the victim’s house in Jalva village to watch television, a police official said.

Last evening, she was alone at her house and the boy went there and raped her, Police Sub Inspector Manoharlal Patel said.

The victim disclosed the incident to her parents who filed a complaint at the Ghatiya Police Station, Sub- Inspector Patel said.

A case was registered against the accused under relevant sections of the Indian Penal Code and the Protection of Children from Sexual Offences (POCSO) Act, he said.

A search is on for the boy, Mr Patel added.

Several cases of rape of minors in the state have been reported in the recent past.

The state government had last year approved the provision of capital punishment for those found guilty of raping girls aged 12 or below.

A four-year-old girl was raped and killed by a 23-year -old man in MP’s Shahdol district in May last year, police said earlier.

The accused was sentenced to death by a court in Shahdol in February.

On June 26, an eight-year-old girl was kidnapped by two men while she was waiting for her father outside her school in Mandsaur district.

The two men then raped the minor and she suffered severe injuries to her neck, face, head and private parts, police said.

On July 18, a 10-year-old girl was raped by a 40-year- old man in Sagar district, police said.
