Bulandshahr Mob Violence: UP Police Donates Rs. 70 Lakh To Family Of Inspector ubodh Kumar Singh

उत्तर प्रदेश के बुलंदशहर (Bulandshahr Mob Violence) में पिछले साल 3 दिसंबर को गोकशी के शक में भड़की भीड़ की हिंसा में जान गंवाने वाले इंस्पेक्टर सुबोध कुमार सिंह  (Subodh Kumar Singh) के परिवार को यूपी पुलिस ने 70 लाख रुपये का दान (मदद राशि) दिया है. शुक्रवार को समाचार एजेंसी एएनआई से सीनियर पुलिस अधिकारी प्रशांत कुमार ने कहा कि योगी सरकार द्वारा दिए गये 50 लाख रुपये के मुआवजा राशि के अलावा, हमने भी खुद के बल पर 70 लाख रुपये की मदद राशि दी है.

दरअसल, पिछले साल 3 दिसंबर को बुलंदशहर के स्याना इलाके में कथित रूप से गोवंश के अवशेष मिलने के बाद हिंसा फैल गई थी. गोवंश के अवशेष मिलने के बाद पुलिस को इसकी सूचना दी गई थी, पुलिस मौके पर पहुंची तो वहां लोगों की भीड़ पहले से वहां मौजूद थी. पुलिस भीड़ को समझाने की कोशिश कर रही थी, लेकिन लोग काफी उग्र थे और उन्होंने पुलिस पर ही हमला कर दिया. हिंसा में पुलिस इंस्पेक्टर सुबोध कुमार सिंह की हत्या कर दी गई. वहीं गोली लगने से सुमित नाम का एक युवक भी मारा गया था.

बता दें कि बुलंदशहर हिंसा के दौरान इंस्पेक्टर सुबोध कुमार सिंह को न सिर्फ गोली मारी गई थी, बल्कि पहले कुल्हाड़ी से उनके सिर पर वार कर बुरी तरह से घायल कर दिया गया था. पुलिस ने 28 दिन बाद इस्पेक्टर सुबोध कुमार सिंह पर कुल्हाड़ी से हमला करने वाले कलुआ उर्फ राजीव को गिरफ्तार किया था. पुलिस के मुताबिक कलुआ ने ही सबसे पहले सुबोध कुमार सिंह पर हमला किया था. कलुआ कुल्हाड़ी से पेड़ की टहनी काट सड़क जाम कर रहा था, इंस्पेक्टर ने रोका तो उसने कुल्हाड़ी से उन पर ही हमला कर दिया.

मुख्य आरोपी कलुआ ने पहले इंस्पेक्टर की अंगुलियां काटी फिर कुल्हाड़ी से ही सिर पर कई वार कर दिए. इस हमले में इंस्पेक्टर सुबोध कुमार सिंह बुरी तरह घायल हो गए. जख्मी हालत में इंस्पेक्टर जान बचाने खेतों की तरफ भागे तो प्रशांत नट ने उन्हें पकड़कर घुटनों के बल गिरा लिया. इसके बाद नट ने इंस्पेक्टर की ही लाइसेंसी रिवॉल्वर छीनकर उन्हें गोली मार दी.

बाद में प्रशांत नट ने अपने साथियों के साथ मिलकर इंस्पेक्टर सुबोध कुमार सिंह के शव को उनकी ही सरकारी गाड़ी में डाल कर जलाने की कोशिश की. प्रशांत नट को पिछले सप्ताह गिरफ्तार किया गया था. प्रशांत ने पुलिस के सामने अपना गुनाह भी क़ुबूल कर लिया. पुलिस ने कलुआ के पास वह कुल्हाड़ी भी बरामद कर ली है. बता दें कि हिंसा का मुख्य आरोपी बजरंग दल का योगेश राज भी अब पुलिस की गिरफ्त में है.

Uttar Pradesh Police Donates Rs 70 Lakh To Family Of Inspector Subodh Kumar Singh Killed In Bulandshahr Mob Violence


Bulandshahr, Uttar Pradesh: 

The Uttar Pradesh police on Friday donated Rs 70 lakh to the family of Inspector Subodh Kumar Singh, who was killed in mob violence in Bulandshahr on December 3. “In addition to the Rs 50 lakh compensation offered by UP government, we too have donated Rs 70 lakh on our own will,” senior police officer, Prashant Kumar told news agency ANI.

The Inspector was attacked by a mob, when he and his team had gone to a village to defuse tension after cow carcasses were found in a forest. The protests escalated after activists of right-wing group Bajrang Dal came to the area and blocked a road. 

The Inspector was severely wounded after he was hit on his head with a stone. His driver put him in the car and tried to take him to a hospital, but the mob followed the car, cornered it in a field and shot the police officer. He died of a bullet wound below his left eyebrow, the autopsy report had confirmed.

The key accused, Yogesh Raj, a district leader of right-wing group Bajrang Dal, was arrested earlier in January for allegedly fomenting violence at Mahaw village on December 3. The group, however, maintains that he is innocent and will be cleared of all allegations soon. Recently, Yogesh Raj was seen on posters put up across the state before Makar Sankranti and the upcoming Republic Day celebrations.

Within a month of Inspector Singh’s killing, another police official, Head Constable Suresh Vats, was killed by a mob in Ghazipur, hours after Prime Minister Narendra Modi addressed a rally in the district on December 30. The attackers were identified as members of the Nishad Party, which was holding an agitation to demand greater reservation in government jobs and colleges for their community.

Opposition parties and former senior bureaucrats have accused the Yogi Adityanath government of trying to scuttle the probe into the Inspector Singh’s killing. The UP government was more concerned about the dead cattle than the humans killed in the violence, the Opposition had alleged.

Yogi Adityanath described the incident as a political conspiracy. “Those giving unnecessary statements are doing it to hide their failures. Instead, they should applaud and thank the government,” he told reporters.

एक तरफ प्रदूषण से बुरी तरह घिरे दिल्ली शहर को प्रदूषण मुक्त करने के लिए विभिन्न उपाय किए जा रहे हैं और दूसरी तरफ शहर के बीचोंबीच भारी प्रदूषण फैला रहे एक बिजली उत्पादन प्लांट को न सिर्फ अनदेखा किया जा रहा है बल्कि अब इसकी क्षमता भी बढ़ाई जा रही है. ओखला में स्थित इस प्लांट के प्रदूषण से करीब 10 लाख की आबादी प्रभावित हो रही है.

    

दिल्ली के सुखदेव विहार, जसोला, सरिता विहार, अबुल फजल, हाजी कॉलोनी, गफ्फार मंजिल, जौहरी फार्म, शाहीन बाग ईश्वर नगर, ज़ाकिर बाग सहित अन्य कॉलोनियों में रहने वाले लाखों लोग दिल्ली सरकार द्वारा तिमारपुर-ओखला वेस्ट मेनेजमेन्ट कंपनी के 16 मेगावाट के प्लांट की क्षमता 40 मेगा वाट करने के फैसले से भयभीत हैं. साउथ ईस्ट जिलाधिकारी ऑफिस ने प्लांट को 40 मेगा वाट करने के फैसले को लेकर 16 जनवरी को  जनसुनवाई आयोजित की थी. आसपास के निवासियों ने इस जनसुनवाई के खिलाफ प्रदर्शन किया जिसकी वजह से सुनवाई को स्थगित करना पड़ा.

सुखदेव विहार रेसिडेंट वेलफेयर एसोसिएशन के रंजीव देवराज और जसोला हाइट्स के एसोसिएशन के अध्यक्ष शकील अहमद ने एनडीटीवी से कहा कि इस प्लांट में लगभग दो हजार टन कूड़ा जलाया जाता है, जिससे चिमनी के ज़रिए उठने वाले ज़हरीले धुंए से आसपास के 10 लाख से ज्यादा लोग प्रभावित हो रहे हैं. जब सड़क पर कूड़ा जलने से फैलने वाले प्रदूषण पर सरकार गंभीर कार्रवाई करती है तो प्लांट से उठने वाले जहरीले धुंए को लेकर सरकार क्यों गंभीर नहीं है? जबकि इस इलाके का एक्यू 1400 को पार कर गया है. ये विचारणीय विषय है. उन्होंने कहा कि ग्रीन बेल्ट के ऊपर लगा यह प्लांट नियमों को अंगूठा दिखा रहा है. नियम के अनुसार ऐसे प्लांट आबादी वाले इलाके से बाहर लगाए जाते हैं.

रंजीत देवराज ने कहा कि अभी जनसुनवाई भी नहीं हुई है तो फिर किस आधार पर इस प्लांट में नई चिमनियों का निर्माण किया गया. बिजली बनाने के नाम पर प्लांट में तीन बड़े बॉयलर लगाए गए. किसी कारण से अगर ये फटता है तो प्लांट से सटे रिहायशी इलाके में रह रहे सैकड़ों लोग मौत के मुंह में समा जाएंगे. क्या किसी बड़े हादसे का सरकार इंतजार कर रही है?   

ऑल इंडिया मिल्ली काउंसिल दिल्ली स्टेट के जनरल सेक्रेटरी और शाहीन बाग निवासी शकीलुर रहमान ने एनडीटीवी को बताया कि इस प्लांट के चारों ओर 3-4 किलोमीटर के दायरे में कई बड़े अस्पतालों के अलावा जामिया मिल्लिया विश्वविद्यालय है. प्लांट से निकलने वाले जहरीले धुंए से पूरे क्षेत्र में हमेशा बीमारियों का प्रकोप रहता है. बच्चे तरह-तरह की बीमारियां से जूझ रहे हैं. शकील कहते हैं कि जल्द ही वे केंद्रीय पर्यावरण मंत्री डॉ हर्षवर्धन से मिलेंगे. उन्हें एक मेमोरंडम दिया जाएगा और मांग की जाएगी कि प्लांट को तत्काल रिहायशी इलाके से बाहर शिफ्ट किया जाए.

वॉलेंटियर्स ऑफ चेंज के कन्वीनर अब्दुल रशीद अगवान ने एनडीटीवी को बताया कि दिल्ली में प्रति दिन निकलने वाला कूड़ा एक बड़ी समस्या बनता जा रहा है. ऐसे में कूड़े से बिजली बनाना काफी विशेषज्ञों को व सरकारों को भी एक बहुत अच्छा पर्यावरणीय विकल्प लगता है. मगर सवाल यह है कि इस विकल्प की तकनीक कौन सी होनी चाहिए? देश में इस तरह की सात परियोजनाएं बंद हो चुकी हैं और फिर भी इस परियोजना के लिए जनसुनवाई का झूठा नाटक करने की आवश्यकता क्यों? न तो कंपनी ने आज तक नेशनल ग्रीन ट्रिब्यूनल के आदेशों का पालन किया और न अब तक इसके बुरे प्रभावों पर कोई काम किया. चिमनियों से निकलने वाले धुंए से हो रहे नुकसान का आकलन तक नहीं हुआ, मगर लोग जरूर उसको झेल रहे हैं. उन्होंने कहा कि परियोजना से निकलने वाली फ्लाई ऐश का निस्तारण तक नहीं हुआ? इस परियोजना से ओखला क्षेत्र के पेड़ मर रहे हैं.

एडीएम (साउथ-ईस्ट) राजीव सिंह प्रहार ने एनडीटीवी से कहा कि दिल्ली प्रदूषण नियंत्रण बोर्ड द्वारा हमको निर्देश मिला था कि तिमारपुर-ओखला वेस्ट मेनेजमेन्ट कंपनी के 16 मेगावाट के प्लांट को 40 मेगावाट करने के लिए जनसुनवाई रखी जाए. इसके मद्देनजर हमने जनसुनवाई रखी, लेकिन परियोजना स्थल के आसपास के निवासियों ने विरोध जताया. इस कारण जनसुनवाई को रद्द करते हुए डीपीसी और जिलाधिकारी साउथ-ईस्ट जिला को अगली जनसुनवाई की तारीख के लिए लिखा गया है. जनसुनवाई एवं अन्य प्रक्रिया के बाद ही इस परियोजना को 40 मेगावाट करने की मंजूरी मिल सकती है.

सूत्र कहते हैं कि दिल्ली प्रदूषण नियंत्रण बोर्ड ऐसी योजनाओं की स्वीकृति से पहले स्थानीय जिलाधिकारी के जरिए जनसुनवाई कराकर स्थानीय लोगों की राय लेता है. इसके बाद उसकी रिपोर्ट केंद्रीय पर्यावरण मंत्रालय के पास भेजी जाती है. फिर उस प्रोजेक्ट पर निर्णय लेना केंद्रीय पर्यावरण मंत्रालय का जिम्मा होता है. केंद्रीय पर्यावरण सचिव सीके मिश्रा ने एनडीटीवी से कहा कि वेस्ट टेक्नालॉजी एक क्लीन टेक्नालॉजी है. वैसे तो इससे नुकसान का सवाल पैदा नहीं होता है लेकिन अगर ऐसी कोई शिकायत आती है तो हम लोग गंभीरता से कदम उठाते हैं. उन्होंने कहा कि तिमारपुर-ओखला वेस्ट मेनेजमेन्ट कंपनी के 16 मेगावाट के प्लांट को 40 मेगावाट करने का मुद्दा है. वह दिल्ली पर्यावरण मंत्रालय के अधीन आता है.

केंद्रीय पर्यावरण मंत्री डॉ हर्षवर्धन ने एनडीटीवी से कहा कि तिमारपुर-ओखला वेस्ट मेनेजमेन्ट कंपनी के 16 मेगावाट के प्लांट को 40 मेगावाट करने पर अगर लोगों को कोई शिकायत है, प्लांट के प्रदूषण से उनको नुकसान है और वहां के लोग कोई शिकायत मेरे पास लेकर आते हैं तो मैं इसे गंभीरता से लूंगा. इस मुद्दे को लेकर दिल्ली सरकार को भी लिखूंगा. उन्होंने कहा कि हमारी सरकार की हमेशा से कोशिश रही है कि जनता को किसी भी तरह की परेशानी नहीं होनी चाहिए.

प्लांट की क्षमता बढ़ाने के लिए आयोजित जनसुनवाई का स्थानीय लोगों ने विरोध किया.

बिजली और खाद उत्पादन के लिए यह प्लांट लगाया गया था लेकिन अब इसकी वजह से बीमारियां बढ़ रही हैं. प्लांट से निकलने वाला जहरीला धुंआ लोगों की ज़िंदगी में ज़हर घोल रहा है. पैदा होने से पहले ही नौनिहालों को इस प्लांट के प्रदूषण का प्रकोप झेलना पड़ रहा है. यही वजह है कि प्लांट के आसपास दिव्यांग बच्चे जन्म ले रहे हैं. प्रदूषण का बुरा असर निवासियों में सांस की गंभीर बीमारियों से लेकर कैंसर तक के रूप में देखा जाने लगा है. सरकार द्वारा इस गंभीर समस्या का समाधान किया जाना बहुत जरूरी है.

लगातार बढ़ता प्रदूषण देश की राजधानी के लिए संकट बन चुका है. यहां तक कि सुप्रीम कोर्ट में दिल्ली के प्रदूषण और जाम के मामले की सुनवाई के लिए बनाई गई स्पेशल बेंच के जस्टिस अरुण मिश्रा को कहना पड़ा कि दिल्ली गैस चैम्बर बन गई है, यह रहने लायक नहीं है. उन्होंने कहा कि  वे रिटायरमेंट के बाद दिल्ली छोड़कर चले जाएंगे. इससे पहले जस्टिस मदन भीमराव लोकुर भी प्रदूषण को लेकर कठोर टिप्पणी कर चुके हैं.

In 4.5 Years, India’s Debt Up 49% To 82 Lakh Crore, Says Finance Ministry


The huge surge in government’s debt has been propelled by 51.7 per cent growth in public debt.

Total liabilities of the government has increased 49 per cent to Rs 82 lakh crore in the last four-and-half years during the Narendra Modi government, as per the 8th Edition of the Status Paper on Government Debt released on Friday.

Compared to the latest data available till September 2018 when the total debt of the Central government stood at Rs 82,03,253 crore, the corresponding amount till June 2014 was Rs 54,90,763 crore, the Finance Ministry’s data on government borrowings shows.

The huge surge in government’s debt has been propelled by 51.7 per cent growth in public debt from Rs 48 lakh crore to Rs 73 lakh crore in the four-and-half year period, which in turn was driven by 54 per cent rise in internal debt to about Rs 68 lakh crore.

Dependence on market loans show a similar rise of 47.5 per cent to more than Rs 52 lakh crore during the period. While debt raised through gold bonds was nil at the end of June 2014, it stood at Rs 9,089 crore including the gold monetisation scheme.

The Central government, in the status paper on government debt, gave a detailed analysis of the overall debt position of the government of India. It has been bringing out an annual status paper on government debt since 2010-11, the Finance Ministry said.

“The overall liabilities of the Central government are on a medium-term declining trajectory and government’s debt portfolio is characterised by prudent risk profile,” the paper, covering details of fiscal deficit financing operations of the government, however, said.

“Government is primarily resorting to market-linked borrowings for financing its fiscal deficit. Conventional indicators … indicate that debt profile of the government is comfortably placed in terms of debt sustainability parameters and is consistently improving,” it added.

While the country’s debt has been on the rise, little help is expected from the fiscal deficit side in the current financial year. The fiscal deficit in the first eight months till November stands at Rs 7.17 lakh crore, or 114.8 per cent of the Rs 6.24 lakh crore full year’s target.

Reliance to invest Rs 3 lakh cr in Gujarat in next 10 years: Mukesh Ambani

देश के सबसे धनी व्यक्ति एवं रिलायंस इंडस्ट्रीज के प्रमुख मुकेश अंबानी ने शुक्रवार को गुजरात में अगले 10 साल में तीन लाख करोड़ रुपये निवेश करने की प्रतिबद्धता जतायी. उन्होंने कहा कि वह ऊर्जा, पेट्रोरसायन, नई तकनीक से लेकिर डिजिटल कारोबार सहित कई परियोजनाओं में यह निवेश करेंगे. गुजरात के जामनगर में रिलायंस इंडस्ट्रीज लिमिटेड दुनिया की सबसे बड़ी रिफाइनरी चलाती है. साथ ही राज्य के विभिन्न हिस्सों में उसकी पेट्रोरसायन इकाइयां हैं. मुकेश अंबानी ने यहां नौंवे वाइब्रेंट गुजरात शिखर सम्मेलन को यहां संबोधित करते हुए कहा, ‘‘गुजरात रिलायंस की जन्मभूमि और कर्मभूमि है. गुजरात हमेशा से हमारी पहली पसंद रहा है और रहेगा.” रिलायंस समूह ने रिलायंस जियो के माध्यम से दूरसंचार क्षेत्र में अरबों डॉलर का निवेश किया है. उन्होंने कहा, ‘‘हमने गुजरात राज्य में अब तक करीब तीन लाख करोड़ रुपये का निवेश किया है, और यहां करीब 10 लाख लोगों के लिए आजीविका के अवसर पैदा किए हैं. पिछले दशक की तुलना में रिलायंस आने वाले दस साल में अपने निवेश और रोजगार की संख्या को दोगुना करेगा.”

अंबानी ने कहा कि जियो का नेटवर्क 5जी सेवाओं के लिए तैयार है. इसलिए अब उसकी दूरसंचार इकाई और खुदरा कारोबार इकाई मिलकर एक नया वाणिज्यक मंच तैयार करेगी जो छोटे खुदरा व्यापारियों, दुकानदारों और ग्राहकों को आपस में जोड़ेगा. उन्होंने कहा कि जामनगर स्थित कंपनी की दोनों रिफाइनरियां अब ईंधन का कम और पेट्रोकेमिकल जैसे मूल्य वर्द्धित उत्पादों का अधिक उत्पादन करेंगी क्योंकि दुनिया अब इलेक्ट्रिक वाहन की ओर बढ़ रही है.

हालांकि, उन्होंने यह नहीं बताया कि जियो 5जी सेवाएं कब शुरू करेगा. जियो ने दूरसंचार सेवाओं की शुरुआत सितंबर 2016 में की थी. उन्होंने कहा, ‘‘आज की तारीख में गुजरात, जियो की 4जी बेतार ब्रॉडबैंड सेवा के लिए एक आदर्श है और जियो का नेटवर्क 5जी के लिए पूरी तरह से तैयार है. इसका मतलब आने वाले सालों में भी गुजरात डिजिटल कनेक्टिविटी के मामले में सबसे आगे रहेगा.”

हालांकि, किसी समयसीमा की घोषणा के बिना उन्होंने कहा कि जियो और रिलायंस रिटेल मिलकर एक नया वाणिज्य मंच शुरू करेंगे जो गुजरात के 12 लाख छोटे दुकानदारों को सशक्त करेगा और यह भारत के तीन करोड़ व्यापरियों के समुदाय का हिस्सा है. इसके अलावा रिलायंस फाउंडेशन गुजरात में पंडित दीनदयाल विश्वविद्यालय को अंतरराष्ट्रीय स्तर का बनाने के लिए 150 करोड़ रुपये का भी निवेश करेगा.

Woman, Son Arrested In Tirupati With Stolen Jewelry Worth Rs 60 Lakh

Days after a daylight highway heist of nearly Rs one crore worth jewellery in Tamil Nadu, a woman and her son have been arrested in Tirupati in Andhra Pradesh and a major portion of the loot recovered from them, the police said today.

Crime wing police in Tirupati arrested Shama, 46, and her son Mohammed Salim, of Tiruvallur district in Tamil Nadu, on Thursday after they were found moving in a suspicious manner with a huge bag at a pilgrim accommodation centre.

The police said they recovered about Rs 60 lakh worth gold and silver jewels from the two.

On January 7, a 10-member gang had driven away a car with Rs 98.05 lakh worth jewellery belonging to Kerala-based Kalyan Jewellers after waylaying the vehicle and dragging out two employees of the firm at KG Chavadi near Coimbatore.

The gold and silver jewels were being transported from Thrissur in Kerala to Coimbatore when they were looted.

Ms Shama’s another son, Firoz, along with his friends allegedly committed the heist and after sharing a quantity of the booty among his friends, he handed over the rest to her and his brother in Tiruvallur, the police said.

Since then, the two had been trying to sell the jewels and arrived in Tirupati two days ago.

The police said their counterparts in Coimbatore had been informed about the arrest and the two would be taken there after obtaining a transit remand from a court here.

Coimbatore police said the recovered jewellery was part of the stolen gold and silver ornaments and they were already interrogating six people in connection with the crime.

All the motorcycles come to India via the CBU route and bookings for the motorcycles are open at BMW Motorrad dealerships across the country starting today for a token amount of ₹ 5 lakh. The 2019 BMW R 1250 GS is powered by a 1254 cc twin-cylinder motor that produces 136 bhp

In terms of changes, the 2019 BMW R 1250 GS uses a larger capacity engine thanks to a 1.5 mm larger bore and 3 mm longer stroke, up from the 1170 cc motor seen on the older model. The engine also gets variable timing for the intake valves or ShiftCam technology, which makes a more even spread of torque across the rev range while also helping in smoother throttle output. With the upgrades, the new 1254 cc twin-cylinder, Boxer engine, as a result, now produces 136 bhp at 7750 rpm and 143 Nm of peak torque at 6250 rpm, with output up by 9 bhp and 18 Nm. The bike also gets a new exhaust manifold system.

The BMW R 1250 GS and R 1250 GS Adventure gets two riding modes as standard, while the bikes come with Automatic Stability Control (ASC), and Hill Start Control as standard as well. Buyers can also opt for the Comfort package that adds a chrome-plated exhaust system, heated grips and RDC tyre pressure control. There’s a Touring Package too with Dynamic ESA, keyless ride, preparation for navigation unit, cruise control, centre stand, case holders on both left and right sides. Lastly, the Dynamic Package comes with pro riding modes including ABS Pro, HSC Pro, DTC and DBC support. The package also includes Gear Shift Assistant Pro, Daytime Riding Light and LED turn indicators.

Visually, the 2019 BMW R 1250 GS range looks identical to the older models but gets a more masculine look with several blacked out elements like the cross-spoke wheels, brake calipers and the main frame. A 6.5-inch TFT display makes for the instrument cluster that comes with smartphone connectivity via Bluetooth. Under the bonnet, the Camry Hybrid continues to get the same 2.5-litre petrol engine which pumps out 176 bhp at 5,700 rpm and 221 Nm at 3,600 – 5,200 rpm by itself. Adding to it is an electric motor which makes 118 bhp and 202 Nm of peak torque taking the total power output to 208 bhp and Toyota claims a fuel efficiency figure of 23.27 kmpl for the 2019 Camry Hybrid. The engine is paired to a 6-speed CVT transmission. The new Toyota Camry will be going up against its traditional rivals such as the Skoda Superb, Volkswagen Passat and the Honda Accord Hybrid.
