In Poll Season, ‘Mystery’ Promises Of Jobs Haunt Political Parties

India’s unemployment worries may have led political parties to make increasingly unrealistic claims on job creation in election season, NDTV has found.

In its manifesto for the Rajasthan election, scheduled on Friday, the ruling BJP promises to create 50 lakh private jobs and 1.5 lakh government jobs in five years, three times what it had promised in its 2013 manifesto – 15 lakh jobs.

On the campaign trail, Chief Minister Vasundhara Raje Scindia claimed to have achieved the 2013 target, though in a somewhat modified version. “Employment opportunities” have been created by her government, she said.

“I had promised earlier that I would link at least 15 lakh people to employment opportunities. I am glad to note that around 14 lakh to 15 lakh people have been linked to employment opportunities through employment fairs and technical institutes,” she said at a recent rally.

Union Finance Minister Arun Jaitley released the BJP manifesto for the 2018 Rajasthan assembly elections.

The state government’s portal admits that it has “been creating a number of job opportunities, but the increase in jobs has been more than offset by the rapid growth of population.” The thrust is now on self-employment, it says.

A report by the Comptroller and Auditor General (CAG) on Rajasthan’s Skill Development Corporation says of the 1.8 lakh youth it trained between 2014 and 2017, only 36 per cent or 63,000 got jobs.

In an interview to NDTV, the Chief Minister stood by her numbers. “We managed to do 15 (lakh) plus 50 (lakh) jobs, that is through the MUDRA scheme (the centre’s scheme to streamline loans to small businesses). The point is that over a period of time, if the state is doing all-round development, areas for jobs open up,” she said.

The BJP manifesto also promised an unemployment allowance of Rs 5,000 per unemployed youth – almost 10 times more than what the state currently pays (between Rs 500-Rs 1.000 per month).

The Congress manifesto for the Rajasthan assembly elections 2018 was released by Sachin Pilot and Ashok Gehlot.

In reality, the allowance covers only four per cent of the estimated 33 lakh unemployed in the state (the estimate is by the national auditor).

If the state were to pay all 33 lakh the new promised amount of Rs 5,000 each, that would amount to a whopping Rs 99,000 crore in five years.

The Congress party, while critical of the BJP’s track record in job creation, offers no concrete solutions in its manifesto.

The party promises jobs for the educated, loans at easy rates for self-employment and filling vacant posts in all government departments. It also promises, somewhat vaguely, “maximum employment and self-employment opportunities for youth”.

The Congress also promises a generous unemployment allowance of Rs 3,500 per head. When asked if the state could afford it, Congress leader Ashok Gehlot told NDTV “it (the allowance) isn’t for everyone. Many people do work. Only a few are unable to work, because of some kind of compulsion. They can’t even start their own business. They can’t get jobs. They can’t do any work. So I think it should be seen like that. It isn’t that you are distributing it to lakhs of people. That is impossible”.

Bailing out debt-ridden farmers would revive Madhya Pradeshs economy, Congress President Rahul Gandhi said on Tuesday as he blamed the BJP government for the state’s agrarian crises, unemployment and deteriorating law and order.

Appealing to the people of Madhya Pradesh on social media, Mr Gandhi said the state in 15 years of BJP rule had been in the news more for Vyapam scam, crime against women, malnutrition and rise of sand mafia.

“The farmers are on the streets, youth running from pillar to post looking for jobs, daughters afraid of coming out their houses. The state is known for its tribals but their rights and livelihood are being snatched,” Mr Gandhi said on the eve of Madhya Pradesh Assembly polls on Wednesday. 

Reflecting on Congress’ assurance of farm loan waiver, Mr Gandhi said bailing the debt-ridden farmers would revive the economy. 

“If the farmers are financially stale, then only the economy will come on track. I can’t understand why the BJP is opposing this. Because of the efforts of the Congress, the country’s politics is now farmer-centric. Otherwise, (Prime Minister) Narendra Modi, for the sake of capitalist cronies, was bringing ordinance one after the other to snatch farmers’ land,” he added.

Steve Jobs Would Be ‘Very Happy With Apple Today’: Steve Wozniak


Had Steve Jobs been alive he would have been very proud of Apple and its focus on putting people above technology, Apple co-founder Steve Wozniak has said.

In an interview with CNBC on Tuesday, Wozniak said that every other phone company today is copying Apple.

“I believe that he (Jobs) would be very happy with the company today as its concern more with end users and putting people above technology. Steve always acted that way.

Apple is focusing on innovations that “literally affect everything we do all the time in life,” he added.

According to him, various Android phones can make you smile and take a picture but those are “fun features, not innovation”.

“The users should be more important than the technology itself. You should not be a victim of the technology and what it can do. You should get to live your human life in the most human way possible,” Wozniak said.

“Every other phone company had to come along and copy Apple,” he added.

On Tesla, Wozniak said the electric car company makes so many mistakes.

“It really convinces me that auto piloting and auto steering car driving itself is not going to happen,” added Wozniak, who himself drives a Tesla car.

In February when Wozniak visited India, he spoke about what prompted him to co-found Apple with Jobs and how the Silicon Valley grew over the years.

“One thing I’ve found in my life is that it doesn’t matter what you know as long as you want to do things,” he said, adding, “If you want to start a company, you should not just have an idea on a piece of paper. You should have a working model, a business plan.”

He told the gathering at the ET Global Business Summit he knew Jobs for five years before Apple.

“He didn’t know anything about insides of a computer, he wasn’t an engineer but he knew how to look at products. Steve wanted to live a zero money life, he was more of a true hippie,” he said.

According to “The Woz”, Jobs was good in learning everything about the company and he was good in engineering.

Donald Trump Wants H-1B Visas In More Highly-Skilled, Not Outsourcing Jobs: White House


Donald Trump is looking for ways to attract highly skilled foreign workers, a White House official said.

Washington: 

The Donald Trump administration wants to make changes in the existing H-1B provisions for it to play a better role in attracting highly skilled foreign workers as opposed to the what it has now evolved into an “outsourcing” role, the White House said Thursday.

“The president’s overall instinct — and he said this publicly a number of times — he wants to find ways to make sure that people who graduate in a highly skilled area like technology stay in the country. He finds that a very positive part of the overall immigration,” White House Deputy Chief of Staff for Policy Coordination Chris Liddell told a Washington audience on Thursday.

During the Washington Post’s live discussion on new technology, when asked about the president’s thoughts on H-1B immigration, Liddell said, “He (Trump) has talked about merit immigration, clearly that (H-1B) fits in merit immigration.” At the same time, he acknowledged that legislatively, the issue might get caught up in a border discussion.

A former executive at Microsoft and General Motors, Liddell is tasked with overseeing and coordinating President Trump’s policy process.

“To the extent that we can from a regulatory point of view rather than a legislative point of view, because the H-1B system to a large extent is governed by legislation — but to the extent that we can modify the regulatory point of view to promote it to be more highly skilled as opposed to outsourcing roles, there’s 1,20,000 H-1Bs. So it’s quite a big pool,” the White House official said.

“Traditionally, unfortunately they have gone to lower-skilled outsourcing types of jobs,” Liddell said. The Trump administration, he said, would love to find ways to change that as more people are coming out with PhDs in the tech sector.

“So the president is 100 per cent aligned with that. We’ll try and do it as much as we can by regulatory; if it can be done legislatively as well in some way that would as part of a merit-based system, that would be fantastic,” Liddell said.

The top White House official emphasised that there is need to carry on reforms in H-1B to keep more talented graduates in this country. This is an incredibly constructive part of the immigration debate, which, unfortunately doesn’t get a lot of focus, he said. Liddell said President Trump has repeatedly spoken about merit-based reform as part of the immigration platform. The Silicon Valley and the tech industry should welcome that as a concept, he said.

“Relatively, as a country, a very small proportion of the people who come in as legal immigrants do it on a merit-based system relative to any other country I know,” he said.

“So promoting the concept of merit-based immigration, which clearly would be at least partially orientated towards the tech sector, I would think that there should be a high degree of alignment on,” Liddell said.

Family Of Those Killed In Amritsar Train Tragedy To Get Government Jobs

Amritsar: 

The Punjab government will provide jobs to the eligible family members of those killed in the Amritsar rail tragedy in Amritsar, Cabinet minister Navjot Singh Sidhu said today.

At least 59 people were killed after a crowd of Dussehra revellers that had spilled onto railway tracks while watching the burning of a Ravana effigy was run over by a train in Amritsar.

The people falling in the old age category would be given pension by the government, he said.

Mr Sidhu reiterated that he is committed to help the affected families monetarily and  that the families would not be left in the lurch with the government standing shoulder-to-shoulder with them in their hour of need.

“The state government will give jobs to the eligible family members of those killed in the rail tragedy,” he told reporters in Amritsar.

The minister said that though many people are coming forward to adopt the children rendered orphan in the tragedy, the government would only allow the adoption to take place after the completion of formalities and procedures as per the law.

The local government minister handed over cheques of financial assistance to 5 more victim families of the recent rail tragedy.

He said that till date 46 families have been provided with the financial assistance and the rest of the 13 cheques would also be given soon.

Mr Sidhu termed as “most unfortunate” that some elements are playing politics over the bodies of the people killed in the tragedy.

He said the state government would do everything possible to help the affected families.

8.1 M Active Job Seekers Against 0.1 M Jobs On NCS Portal


The project caters to requests and queries of job seekers through its multi lingual call center.

New Delhi: 

The National Career Services (NCS) portal under Ministry of Labour and Employment reveals that currently there are 8.1 million active job seekers against only 117958 available jobs. The NCS portal, a government initiative updates the employment seeking group about various government and private job vacancies.

Launched in July 2015, with an aim to modernise all government-run employment exchanges, 4.27 crore job seekers have registered on the portal against 9.63 lakh jobs, as per the data released by the Ministry on July 16, 2018. ‘So far, 45 million unemployed youth have registered with employment exchanges. With the portal going online, they need not go to the exchanges to register their names but can be done online,” Union Labour Minister Bandaru Dattatreya had told the reporters, then.

The ‘all job, one platform’ portal gives details of the employer, list of local help, career counsellor, discussion forum for career among other services. In order to avail the services, candidates shall have to register on the portal which is completely free.

The project caters to the requests and queries of job seekers nationwide through its multi lingual call center.

For government jobs, the portal lists 114 government bodies including the Employment News e-paper.

PM Modi Says AI, Blockchain Will Change the Nature of Jobs


Prime Minister Narendra Modi Thursday allayed fears of job loss due to technological development, saying artificial intelligence, blockchain, and other technologies will change the nature of employment and provide more opportunities.

Speaking at the launch of the World Economic Forum (WEF) Centre for the Fourth Industrial Revolution, PM Modi said his government is open to policy changes to help reap benefits of the fourth industrial revolution. He said ‘Industry 4.0’ and the expansion of artificial intelligence (AI) would lead to better healthcare and reduce costs. It would also help farmers and benefit the agriculture sector, he said.

PM Modi said that as work progresses in the country, one of the targets is ‘Solve for India, Solve for the World’. “Some people are worried that the advancement of technology will have negative impact on jobs but the reality is otherwise. The Industry 4.0 will touch those aspects which still remain untouched so far. It will change the nature of job and create new opportunities,” PM Modi said.

Recognising this aspect, PM Modi said the government has launched several initiatives like Start Up India, Stand Up India, Digital India and Atal Innovation Mission. Noting that India is going to play a major role in the fourth industrial revolution, the Prime Minister said diversity, demographic potential, fast growing market and digital infrastructure have the potential to make India a global hub of research and innovation.

While the previous industrial revolutions eluded the country, India’s contribution to the fourth industrial revolution would be astonishing, PM Modi said. “India was not independent when the first and second industrial revolution happened. When third industrial revolution happened, India was struggling with challenges of just attained independence,” he said.

Artificial intelligence, machine learning, Internet of Things, blockchain and big data hold potential to take India to new heights, the Prime Minister said. Launching the centre, Modi said it opens the door to immense possibilities in the future. The centre at Mumbai is the fourth in the world after San Francisco, Tokyo, and Beijing.

“Emerging fields, including artificial intelligence, machine learning, internet of things, blockchain, and big data can take India to new heights of development, and improve the quality of life of its citizens,” PM Modi said, adding for India, this is not just an industrial transformation, but a social transformation.

Listing the achievements of his government, PM Modi said teledensity has increased to 93 percent and nearly 50 crore Indians now have mobiles. India is the largest mobile data consuming country in the world and also the one with the cheapest data rates, he said, adding mobile data consumption has increased 30 times in four years.

Over 120 crore Indians have Aadhaar, he said, adding that work to connect all the 2.5 lakh village panchayats with optic fibre would be completed soon. On blockchain technology, the Prime Minister said it would help in promoting the vision of minimum government and maximum governance. It will help in fast-tracking government services such as management of natural resources and property registration, he said.

The government is working on a national strategy for blockchain technology and will also announce a drone policy, the Prime Minister added. Speaking at the event, RIL Chairman Mukesh Ambani said the future India will be propelled by three powers – next generation digital infrastructure, power of youth and power of the largest pool of next generation entrepreneurs.

“Each one of these three pillars supported by Prime Minister Narendra Modi’s ambitious Digital India programme… I think this will create plethora of opportunities,” the Prime Minister said. The new technologies, including Internet of Things and blockchain, will help India to address challenges in education, healthcare, agriculture, job creation and environmental stainability, PM Modi said.

“I strongly believe that government, private sector and civil society have to form a coalition to tackle these most complex challenges,” PM Modi said, adding that the results can double the income of 115 million farmers. The Prime Minister added that India is a country that will make this whole industrial revolution a people-centric revolution.
