The Chief Minister of Bihar, Nitish Kumar, has assured AMU Vice Chancellor his all cooperation in resolving B.Ed. recognition and National Green Tribunal related matters of AMU Kishanganj centre. The Bihar CM was responding to a letter of Aligarh Muslim University (AMU) Vice Chancellor, Prof Tariq Mansoor.

The Kishanganj centre of AMU, around 370 km northeast of Patna, has come in the crosshairs of the National Green Tribunal or NGT after allegations surfaced that the land transferred to the university by the Nitish Kumar government falls on the Mahananda riverbed and floodplains, reported The Telegraph.

According to reports, the B.Ed course at the centre, set up in 2013 amidst controversy over its location, are yet to be approved by the National Council for Teacher Education (NCTE), the central body which oversees the standard and quality of teacher education in the country.

The chief minister visited Dr Kalam Agriculture College, Arrabari, Kishanganj where he made his promise while meeting a delegation of AMU Kishanganj Centre led by Prof Raashid Nehal, Director, AMU Kishanganj Centre.

The first batch of B. Ed. with one year program with an intake of 60 seats was started in November 2013 and two batches passed out under this scheme. 

Apart from B.Ed, the Centre offers Two Years full time MBA Program. The first batch of MBA (60 seats) started in 2014 and One batch of MBA (Session 2014-16) has been passed out from the Centre till now.

According to the official website of the varsity, the Centre is located at one of the most backward districts of India in terms of education and in almost every other index of human development (HDI).

“The Government of Bihar has provided it with a land of 224.02 acres, Plot nos. 22, 23, 124, 125, 126, 353, 354, 355, 357, 358, and 360; Khasra nos. 384, and 40, in the mauza Chakla and Govindpur, Kishanganj (Bihar), on the bank of the river Mahananda. The Govt. of Bihar handed over the land proprietorship to the AMU, free of cost; vide letter no. 1265 (6)/Ra, dated 01 December 2011,” says the website.

HD Kumaraswamy Says Karnataka Government Committed To Farmer Issues

Karnataka Chief Minister HD Kumaraswamy on Monday requested the farming community not to lose morale. He asserted that his coalition government was committed towards protecting their interest.

“Kumaraswamy has once again appealed to farmers that his government was committed to solving all the issues concerning them, and they should not lose morale for any reason,” the chief minister’s office said in a statement.

The chief minister, who met a delegation of farmers led by Kodihalli Chandrashekar at the Suvarna Vidhana Soudha, said, his government was making honest efforts to get sugarcane farmers’ their dues from sugar factories. 

Sugarcane farmers in Belgavi have threatened to intensify their protest again demanding clearance of their pending arrears by sugar factories for the cane supplied and announcement of purchase price for sugarcane for the current season as had been done in neighboring Maharashtra.

Cane farmers had withdrawn their protest last month following assurances from the government to resolve their issues.

They have now resumed it during the session, alleging that the government had not kept its word.

Farm produce can be stored for longer duration using “vacuum packing”, the Chief Minister, who examined vacuum packs, said.

Farmers need not worry about fall in prices from this, he said.

Meanwhile, a committee headed by Manoj Rajan, additional secretary (market reforms), cooperative department, formed to study ‘Israel model agriculture’, has submitted its report to the Chief Minister.

In the state budget, Mr Kumaraswamy earmarked Rs 150 crore in the first phase for replicating the Israeli model of irrigation facility on 5,000 hectares of dry land in each of the parched districts of Kolar, Chitradurga, Koppal, and Gadag.”

Delhi Civic Body Tells Top Court Salary Issues Sorted For Sealing Panel

New Delhi: 

The Supreme Court was informed on Monday that the Chairman of the New Delhi Municipal Corporation and the court-appointed monitoring committee on sealing have met and sorted out the issue related to salary and allowances of the council’s employees who are on deputation with the panel.

A bench of Justices Madan B Lokur and Deepak Gupta was informed by the NDMC’s counsel that in pursuance to the top court’s last week order, a meeting was held on December 7 to discuss the issues of salary and allowances of such employees.

The monitoring committee had earlier filed a report in the court regarding posting of employees on deputation in the panel and payment of deputation allowance to them.

On December 6, the court had observed that report of the committee indicated that New Delhi Municipal Council (NDMC) chairman was “unfortunately” not rendering due assistance to the panel.

It had made it clear to the NDMC’s chairman that the panel has been established under the directions of the top court and “if any inconvenience is caused to the monitoring committee, it is indirectly causing inconvenience to this court”.

The court had earlier ordered restoration of its 2006 monitoring committee to identify and seal unauthorised constructions in Delhi.

The monitoring committee, comprising K J Rao, former advisor to the Election Commissioner, Bhure Lal, chairman of Environment Pollution (Prevention and Control) Authority, and Major General (Retd) Som Jhingan, was set up on March 24, 2006, by the court.

The top court is also seized of the issue related to validity of the Delhi Laws (Special Provisions) Act, 2006 and subsequent legislations which protect illegal construction from being sealed.

NIA Issues Production Warrant Against Kashmiri Women Separatist Leaders

New Delhi: 

A special court of National Investigation Agency (NIA) today issued a production warrant against Aasiya Andrabi, Sofi Fehmeeda, and Naheeda Nasreen of Dukhtaran-e-Millat, a banned terrorist organisation, after taking cognisance of recent charge sheet on terror charges against them.

The NIA court has issued the production warrant against the three accused women for December 12. The production warrant is an order issued by a criminal court of law to produce a person before the court in connection with criminal proceedings pending against him.

In the charge sheet, the NIA has accused the three women of allegedly engaging in anti-India activities and making attempts to incite the general populace of Kashmir for an armed rebellion against the Indian Government with aid and assistance of terrorist organisations based in neighbouring Pakistan.

The probe agency also established that the chief of Dukhtaran-e-Millat Andrabi was in close contact with global terrorist and Mumbai 26/11 mastermind Hafeez Mohammad Saeed. The NIA also told the court that they were allegedly running a social media campaign to gain support from Pakistani establishments including terrorist entities.

The three accused were arrested by the Jammu and Kashmir Police in April this year and the case was later transferred to the NIA in July for further investigation.

Women and Child Development Ministry Issues Advisory On Handling Of Child Abuse Cases At Shelter Homes

New Delhi: 

The Women and Child Development (WCD) Ministry today issued an advisory on handling of child abuse cases in shelter homes, giving the district magistrate the power to take immediate direct charge of an erring institution.

The advisory was issued after several reports of abuse of children at child care institutions surfaced recently.

“In the case of abuse and disruption of service delivery to the vulnerable children living in the institutional care, it is the prime responsibility of the government to take immediate action for ensuring protection and well-being,” the two-page advisory stated.

Noting that disruption of service delivery and welfare measures in the institutional care amounts to failure in delivering assigned duties by the child care institutions as well as child welfare committees, the ministry said the district magistrate may “immediately assume the direct responsibility of these institutions”.

The advisory also said children who have been abused must be provided necessary medical care, psychological support and counselling within 24 hours.

“The district magistrate may consider empanelment of psychologists in the district or engage institutions capable of providing psychological care to such child victims for the purpose,” the advisory said.

The district magistrate has also been given the power to take a decision if there is a need to completely change the management and staff of the institution while children continue to live in the same facility or relocate the children to some other facility.

It also directed the district administration that under no circumstances the identity of the children should be revealed to media or to general pubic.

“The press statements may be issued by the designated officer of district administration at a definite time to apprise the media about the developments in the case. No direct access should be given to media inside the children’s home,” it said.

The ministry said the advisory has been formulated to help the district administration in formulating an action plan during any case pertaining to child abuse in child care institutions.

The Centre had in August told the Supreme Court that 1,575 minors, who were victims of sexual abuse, and 189 victims of pornography were living in 9,589 child care institutions across the country.

The Centre, while referring to a study conducted on child care institutions across the country, told the apex court that there were 9,382 children in conflict with law in such homes — 6,928 boys and 2,454 girls.

The report further said that the number of children in need of care and protection was found to be 3,68,267 in these 9,589 child care institutions, of whom 1,98,449 were boys, 1,69,726 girls and 92 were transgenders.

IndiGo, GoAir, Over 15 Pratt & Whitney Engines, Directed By DGCA Directorate General Of Civil Aviation To Address Issues

Airworthiness Directive will impact 13 engines of IndiGo, 2 engines of GoAir (Representational)

New Delhi: 

Aviation watchdog DGCA has directed IndiGo and GoAir to address issues regarding 15 of the Pratt & Whitney or P&W engines powering their A320 neo planes, a senior official said Friday. The two budget carriers have been grappling with P&W engine problems, which have even led to grounding of some A320 neo aircraft. Together, they have around 82 such planes in their respective fleet.

The latest move by the Directorate General of Civil Aviation or DGCA, which had earlier asked the two airlines to take various corrective measures to address the engine woes, comes after certain issues flagged by US counterpart Federal Aviation Administration or FAA.

The DGCA official said the requirement for replacement of High Pressure Compressor (HPC) front hub corrosion as mentioned by the FAA would also impact 15 engines powering IndiGo and GoAir’s neo planes.

As many as 13 engines of IndiGo and 2 engines of GoAir would be impacted by the FAA’s Airworthiness Directive or AD. The Indian operators have sufficient time to become compliant with the requirement, the official added.

The AD requires replacement of HPC front hub corrosion and “action has to be taken within 120 days after effective date or before exceeding 6,180 cycles since new or within five years since the ship date as indicated the AD, whichever occurs first”, he said.

The operators have to comply with the directive coming into effect from December 12.

In another AD issued on November 7, the FAA said replacement of some parts of certain P&W engine series installed on A320 neo has to be carried out.

The AD was for replacement of certain parts on “PW 1100 engines from Sl. No. 450 to 614 installed on A320 neo aircraft” to address failure of knife edge seal issue.

According to the official, Indigo and GoAir are compliant on the same.

“The DGCA has declared the ADs ‘mandatory’ and directed the Indian operators to comply within the period as indicated in the ADs,” he said.

There were no immediate comments from IndiGo and GoAir.

On queries seeking comments about the ADs issued in recent weeks by the FAA regarding the engines, P&W on Thursday said “the ADs formalise guidance and communication shared with all operators”.

NIA National Investigation Agency Issues Non-Bailable Warrants Against Hafiz Saeed, Syed Salahuddin

New Delhi: 

A special National Investigation Agency or NIA court has issued non-bailable warrants against Pakistan-based Lashkar-e-Taiba founder Hafiz Saeed and Hizbul Mujahideen chief Syed Salahuddin for their involvement in terror funding activities, officials said Friday.

“NIA approached the special NIA court for issuing non-bailable warrants against the above accused for their active involvement in terror funding for creating unrest in the Kashmir valley and other parts of India,” NIA’s spokesperson said in New Delhi.

The two mobilised Pakistan-trained terrorists and pushed them into India in conspiracy with and separatists in Jammu and Kashmir, the agency said.

The NIA has already filed charges in the case on January 18 against 12 accused people including Hafiz Saeed and Syed Salahuddin.

The probe agency had filed the 12,794-page charge sheet against Saeed and Salahuddin for conspiring to wage war against the government (Section 121 of Indian Penal Code) by carrying out terrorist and secessionist activities in Jammu and Kashmir.

According to the NIA, the case was registered on May 30, 2017 and the first arrests made on July 24 last year.

The agency said that during the course of investigation, its teams conducted searches at over 60 locations spread across Jammu and Kashmir, Haryana and Delhi and seized over 950 incriminating documents and over 600 electronic devices.

Over 300 witnesses were examined during the probe, it said.

The NIA said the scrutiny and analysis of the documents and digital devices established that the accused Hurriyat leaders, the terrorists and the stone-throwers were carrying out terrorist attacks and orchestrating violence in Jammu and Kashmir as a part of their “well-planned” criminal conspiracy.

It said that conspiracy was hatched with active support, connivance and funding from terrorist organisations based in Pakistan and its agencies to achieve their objective of secession of the Jammu and Kashmir by waging war against the Indian government.

3 Ministers Denied Tickets As BJP Issues Candidate List In Madhya Pradesh

New Delhi: 

The Bharatiya Janata Party today issued its first list of 177 candidates for the single-phase on November 28 Madhya Pradesh Assembly elections and dropped three ministers, including Urban Development Minister Maya Singh, from the list.

The party also announced 28 candidates for Telangana and 24 for Mizoram Assembly polls following a marathon meeting of the party’s Central Election Committee late on Thursday chaired by BJP chief Amit Shah and attended by Prime Minister Narendra Modi among others.

Madhya Pradesh Chief Minister Shivraj Singh Chouhan would contest from his traditional Budhni Assembly constituency in Sehore district which he has been representing since 2005.

Besides Maya Singh, the party has denied ticket to Forest Minister Gauri Shankar Shejwar and Water Resources Minister Harsh Singh.

Shejwar of Sanchi Assmebly constituency has been replaced by his son Mudit Shejwar, while Harsh Singh representing Rampur-Baghelan Assembly constituency has been replaced by son Vikram Singh.

Maya Singh, who was elected from Gwalior East constituency in 2013, is the former Gwalior Deputy Mayor and was national President of BJP’s women’s wing, Bharatiya Janata Mahila Morcha. 

She has been replaced by Satish Sikarwar, a party councillor from Gwalior.

The party has also shifted Women and Child Development Minister Lalita Yadav to Malhara from Chatarpur assembly constituency.

Ministers Narottam Mishra, Jayant Mallaiya and Yashodhara Raje Scindia will contest Datia, Damoh and Shivpuri seats respectively.

The names of two BJP MPs also figured on the first list. Dewas MP, Manohar Utawal will contest from Agar while Khajuraho MP Nagendra Singh will contest from Nagod.

There are 230 seats in Madhya Pradesh, where the saffron party has been in power for three consecutive terms.

Besides issuing the first list for Madhya Pradesh, the BJP also released the second list for Telangana (28) and Mizoram (24) Assembly elections. 

With this the party has so far announced 66 candidates for the 119-member Telangana Assembly and 37 for the 40-member Mizoram Assembly.

Earlier, the party had announced the names of 38 candidates for Telangana and 13 for Mizoram.

In Telangana the ruling Telangana Rashtra Samithi is seeking a second term while Mizoram is ruled by the Congress.

Voting to elect new Assemblies in Madhya Pradesh and Mizoram would take place on November 28 while Telangana will vote on December 7. Counting of votes in all the states would take place on December 11.
