Fresh Snowfall In Jammu And Kashmir, Flight Operations Disrupted At Srinagar Airport


The snowfall led to cancellation of flights and delays at the Srinagar airport.

Srinagar: 

Fresh snowfall in most parts of Kashmir disrupted flight operations at the airport, officials said on Saturday.

There was fresh snowfall in the higher reaches as well as the plains, including in the summer capital Srinagar, on Friday night, a meteorological department official said.

He said while there was light snowfall in the plains of Kashmir, the higher reaches received moderate snow.

The snowfall led to cancellation of flights and delays at the Srinagar airport.

“Few flights have been cancelled today because of bad weather, while most others have been delayed,” an Airports Authority of India (AAI) official said.

He said there were chances of the operations normalising later in the day with some improvement in the weather.

The meteorological department has forecast widespread rain and snow over the state with heavy falls at isolated places from Saturday till Monday.

Srinagar recorded a minimum temperature of minus 2.0 degrees Celsius on Friday night, lower than minus 1.3 degrees Celsius on the previous night, the MeT official said.

Qazigund — the gateway town to the Valley — in south Kashmir recorded a low of minus 3.4 degrees Celsius, while the nearby Kokernag town registered a low of minus 4.5 degrees Celsius last night, he said.

The mercury in north Kashmir’s Kupwara town settled at a low of minus 0.8 degree Celsius.

The ski resort of Gulmarg recorded a low of minus 7.0 degrees Celsius, while the tourist resort of Pahalgam in south Kashmir recorded a low of minus 4.4 degrees Celsius.

The minimum temperatures in Leh, in the frontier Ladakh region, and Drass were recorded at minus 9.2 degrees Celsius and minus 16.2 degrees Celsius, respectively.

Kargil was the coldest recorded place in Jammu and Kashmir with a minimum temperature of minus 18.9 degrees Celsius.

Kashmir is currently under the grip of ”Chillai-Kalan” — the 40-day harshest winter period — when the chances of snowfall are high and the temperature drops considerably.

”Chillai-Kalan” ends on January 31, but the cold wave continues even after that in Kashmir. The 40-day period is followed by a 20-day-long ”Chillai-Khurd” (small cold) and a 10-day-long ”Chillai-Bachha” (baby cold).

Bengal BJP Submits Fresh Proposal For Rath Yatra After Supreme Court Order

The West Bengal BJP on Thursday submitted a modified proposal to the state government requesting permission for the Rath Yatra as directed by the Supreme Court and promised that the programme will be a “peaceful political endeavour”, a senior state BJP leader said.

The Supreme Court had on January 15 barred the BJP from holding its proposed Rath Yatra, observing that the state government’s apprehensions of violence during the programmes were not “unfounded” and asked the BJP to submit a modified proposal to the state government by addressing all apprehensions about law and order.

“As directed by the Supreme Court, we have submitted a fresh proposal to the Bengal government, requesting permission to start four ‘yatras’ between January 20-22 and assured the court that the ‘yatras’ will be political endeavours of connecting people in a peaceful manner,” the BJP letter sent to the state secretariat Nabanna said.

The letter said that the ‘yatras’ will not sponsor or subscribe to any communal message or insinuation or hurt the sensitivity of people from different caste, creed and religion.

It also said the programme, if permitted by the state government, would work towards strengthening the democratic and secular practices of the country and adhere to all sorts of laws and regulations bestowed by the state administration.

“We have made the proposal as per the top court’s verdict. It is now up to the state government to let democracy thrive,” state BJP leader Jay Prakash Majumdar told IANS.

The four ‘yatras’ were originally scheduled to be flagged off party president Amit Shah in a span of three days.

Majumdar said the party leadership is considering bringing Uttar Pradesh Chief Minister Yogi Adityanath on the opening day of the ‘yatra’ if Shah is unable to attend due to illness.

“If Amit Shah ji is not able to come on January 20, we will bring Yogi Adityanath instead. Shah will come for the next two days,” he added.

France’s Yellow Vests Mobilise For Fresh Round Of Protests

Paris, France: 

Thousands of anti-government demonstrators marched in cities across France on Saturday in a new round of “yellow vest” protests against President Emmanuel Macron, accused of ignoring the plight of millions of people struggling to make ends meet.

Officials have vowed zero tolerance for the violence that has marred the weekly protests since they began two months ago, deploying some 80,000 security forces nationwide.

In Paris, epicentre of the fiery street clashes and vandalism that have made global headlines, 5,000 riot police were on hand, using tall barricades and armoured vehicles to lock down the central Place de la Concorde and surrounding districts.

Hundreds of officers were also on guard on the Champs-Elysees, where banks, jewellery stores and other shops had boarded up windows in anticipation of renewed looting and violence.

Yet many cafes and retailers on the iconic avenue remained open for business, as several thousands of protesters marched calmly from the Place de la Bastille toward the Arc de Triomphe early in the afternoon.

Many sang the “Marseillaise” national anthem, while others held signs saying “Insecurity is not a job!”

At times the crowd yelled “Free Christophe!” in reference to Christophe Dettinger, the former professional boxer arrested last week after being filmed bashing two police officers during the Paris demos.

Police said some 30 people had been detained in the capital earlier for carrying weapons or other charges.

“We’ve come to Paris to make ourselves heard, and we wanted to see for ourselves at least once what’s going on here,” said Patrick, 37, who told AFP he had travelled from the Savoie region of western France.

‘Macron resign!’

In the well-heeled racehorsing town of Chantilly just north of Paris, 1,000 or so protesters marched through the centre before descending on the hippodrome where they delayed the start of a race, local media said.

And another 1,200 protesters gathered in the central city of Bourges, where some yellow-vest organisers were hoping to those from areas far from the capital.

Signs said “Macron resign!” and “France is angry,” while local prosecutor Joel Garrigue said five people had been detained after police discovered a cache of ball bearings during a search of their car.

The protests also spilt over the border into eastern Belgium late on Friday, where one of around 25 protesters manning a blockade died after being hit by a truck, Belgian media reported.

Mutual mistrust

Officials had warned of bigger and more violent protests than last week, when demonstrators rammed a forklift truck through the main doors of a government ministry in Paris.

“Those who are calling to demonstrate tomorrow know there will be violence, and therefore they are in part responsible,” Interior Minister Christophe Castaner said in a Facebook interview Friday with Brut, a digital news site favoured by many yellow vests.

But many yellow vests pointed to images of a police officer repeatedly striking an unarmed man on the ground during a protest last week in Toulon, accusing the police of excessive use of force.

The movement, which began as protests over high fuel taxes, has snowballed into a wholesale rejection of Macron and his policies, which are seen favouring the wealthy at the expense of rural and small-town France.

Politicians inspire ‘distrust, disgust’

Macron has called for a national debate starting next week to hear voters’ grievances, hoping to sate demands for more of a say in national law-making and tamp down the protesters’ anger.

He has already unveiled a 10-billion-euro ($11.5 billion) financial relief package for low earners, and axed the planned fuel tax hike.

But the public consultations risk being hobbled by record levels of distrust towards politicians and representatives of the state.

A poll by the Cevipof political sciences institute released Friday showed 77 percent of respondents thought politicians inspired “distrust”, “disgust” or “boredom”.

And Macron may not have done himself any favours on Friday, when he told a gathering at the Elysee Palace that “too many of our citizens think they can get something without making the necessary effort.”

Fresh Snow, Rain Forecast As Intense Cold Grips Kashmir


Kashmir is likely to receive fresh snowfall for the next four days.

Srinagar: 

Cold wave conditions continued in the Kashmir on Thursday with weather officials forecasting fresh spell of rain and snow in the evening.

“A western disturbance (WD) is approaching Jammu and Kashmir. Under its influence, another spell of intermittent rain and snow is likely from today evening till January 13,” a weather official said.

Even as the minimum temperature climbed up to minus 0.3 degrees Celsius on Thursday from Wednesday’s minus 3 degrees Celsius, there was little relief from the intense cold wave sweeping the valley.

The minimum temperature in Pahalgam and Gulmarg was minus 11.4 and minus 8.5 degrees Celsius. The minimum temperature in Leh was minus 15 degrees Celsius while and Kargil recorder minus 18.2 degrees Celsius.

Jammu and Katra both recorded 5.7 degrees Celsius as the minimum temperature while Batote had 0.5, Bannihal 1.9 and Bhaderwah minus 0.9 as the night’s lowest temperatures.

Fresh Money Laundering Case Against Firm Linked To Robert Vadra, Others


The new charges were based on an FIR filed by Haryana Police in September last year

New Delhi: 

In fresh trouble for Congress leader Sonia Gandhi’s son-in-law Robert Vadra, the Enforcement Directorate has filed a money laundering case against a firm allegedly linked to him and a few others in connection with suspected financial and other irregularities in land deals in Haryana’s Gurgaon in 2008, officials said Monday.

They said the central probe agency has filed a criminal FIR, known as enforcement case information report in official parlance, under the Prevention of Money Laundering Act (PMLA).

The fresh case follows searches conducted by the ED in December last year on three people linked to Mr Vadra.

The searches were conducted in connection with its probe into alleged “commissions received by some suspects in defence deals” and illegal assets stashed abroad.

The new charges were based on an FIR filed by Haryana Police in September last year, they said.

According to the Haryana Police FIR, Skylight Hospitality Pvt. Ltd., a firm allegedly linked to Mr Vadra, purchased 3.5 acres of land in Gurgaon’s Sector 83 from Onkareshwar Properties for Rs 7.50 crore in 2008 when Bhupinder Singh Hooda of the Congress was the chief minister and also held the portfolio of the Town and County Planning Department.

Later, Skylight Hospitality sold this land to realty major DLF at a price of Rs 58 crore, after procuring a commercial licence for the development of the colony with the influence of Mr Hooda, the police had alleged.

The company thus made a profit of about Rs 50 crore, an allegation rejected by Mr Vadra in the past.

In return, the state government allotted 350 acres of land to DLF at Wazirabad in Gurgaon in violation of rules, the police had claimed. In the alleged quid pro quo, the realty major made Rs 5,000 crore, it had said.

The ED will probe if such a financial irregularity led to laundering of funds and creation of illegal assets by the accused, they said.

Mr Vadra is already being probed by the ED in connection with two PMLA cases — one related to land deals in Bikaner in Rajasthan and another linked to arms dealer Sanjay Bhandari and illegal acquisition of overseas assets.

It is also probing the role of Mr Hooda in connection with a similar land deal case in Gurgaon’s Manesar area.

चार्जशीट में ब्रजेश ठाकुर, इंदू कुमारी, मीनू देवी, मंजू देवी, चंदा देवी, नेहा कुमारी, हेमा मसीह, किरण कुमारी, रवि कुमार रोशन, विकास कुमार, दिलीप कुमार वर्मा, विजय कुमार तिवारी, गुड्डू कुमार पटेल उर्फ गुड्डू, कृष्ण कुमार राम उर्फ कृष्णा, रोजी रानी, रामानुज ठाकुर उर्फ मामू, रामाशंकर सिंह उर्फ मास्टर साहब उर्फ मास्टर जी, डॉ. अश्विनी उर्फ आसमनी, विक्की, साइस्ता परवीन उर्फ मधु व डॉ. प्रमीला का नाम शामिल है.

सीबीआइ के एसपी देवेंद्र सिंह की ओर से बीते दिसंबर महीने में विशेष पॉक्सो कोर्ट में सभी 21 आरोपियों के विरुद्ध चार्जशीट दाखिल की गई थी. सभी को धारा 323, 325, 341, 354, 376-सी और 34 एवं पॉक्सो एक्ट 2012 की धारा 04, 06, 08, 10, 12 और 17 के तहत आरोपित किया गया है. आरोपों के समर्थन के लिए सीबीआइ ने 102 गवाहों के साक्ष्य लिए हैं. इसमें बालिका गृह की पीड़ित 33 लड़कियां भी शामिल हैं.

चार्जशीट में लगाए गए आरोप : 
ब्रजेश ठाकुर :
ब्रजेश ठाकुर बालिका गृह का वास्तविक मालिक था. वही बालिका गृह का संचालन करता था. एनजीओ सेवा संकल्प और विकास समिति के कार्यपालक निदेशक के पद पर वह तैनात था. इसी एनजीओ के माध्यम से बालिका गृह का संचालन होता था. उस पर बालिका गृह की लड़कियों के साथ दुष्कर्म करने का आरोप लगाया गया है. इसमें उसके साथ रवि रोशन व मामू सहित बालिका गृह की अन्य कर्मचारी सहयोगी थे. अन्य आरोपितों के साथ मिलकर लड़कियों को गंदे भोजपुरी गानों पर डांस करने के लिए विवश करता था. वह लड़कियों को दूसरों के पास परोसता भी था. विरोध करने वाली लड़कियों के अंगों को लक्षित कर पिटाई करता था.

रवि कुमार रोशन : वह बाल संरक्षण पदाधिकारी (सीपीओ) था. ब्रजेश के साथ-साथ उस पर भी अधिकतर लड़कियों ने दुष्कर्म के आरोप लगाए हैं. छोटे कपड़े में वल्गर गाने पर डांस करने के लिए लड़कियों को विवश करता था.

विकास कुमार : बाल कल्याण समिति (सीडब्ल्यूसी) का सदस्य था. लड़कियों ने दुष्कर्म का आरोप लगाए हैं. अन्य आरोपियों के साथ मिलकर लड़कियों को स्लीपिंग पिल्स देता था.

दिलीप कुमार वर्मा : बाल कल्याण समिति (सीडब्ल्यूसी) का अध्यक्ष था. लड़कियों ने उसकी पहचान फोटो से की. लड़कियों ने इसे सबसे गंदा आदमी बताया. लड़कियों से साथ दुष्कर्म करता था. साथ ही साथ यह ब्रजेश ठाकुर का खास था.

रोजी रानी : बाल संरक्षण इकाई की सहायक निदेशक थी. लड़कियों ने उसे सारी घटनाओं की जानकारी दी, लेकिन उसने कोई एक्शन नहीं लिया. उस पर आरोपितों को सहयोग करने का आरोप लगाया गया है.

साइस्ता परवीन उर्फ मधु : ब्रजेश ठाकुर की खास थी. एनजीओ सेवा संकल्प और विकास समिति के प्रबंधन से जुड़ी थी. लड़कियों को सेक्स की शिक्षा देती थी. गंदे गाने पर डांस करने को विवश करती थी. मना करने वाली लड़कियों को सजा के तौर पर नमक रोटी खाने को दिया जाता था. 

डॉ. प्रमीला : बालिका गृह की लड़कियों की स्वास्थ्य जांच करती थी. लड़कियों ने उसे बताया कि ब्रजेश, रवि रोशन, विजय व विकास ने उसके साथ दुष्कर्म किया है. इस पर उसने बस इतना कहा कि कोई बात नहीं तुम लोगों को दवा दे दूंगी. उसने पीड़िता की कोई मदद नहीं की. 

रामाशंकर सिंह उर्फ मास्टर साहेब उर्फ मास्टर जी : ब्रजेश ठाकुर के प्रेस का मैनेजर था. लड़कियों ने उसे गंदा आदमी बताया है. लड़कियों को गंदी नजर से देखता था. साथ ही दुष्कर्म और पिटाई करता था. 

डॉ. अश्वनी उर्फ आसमनी : बालिका गृह की लड़कियां इस डॉक्टर से काफी भयभीत रहती थीं. लड़कियों को ट्रैक्यूलाइज्ड कर मूर्छित करता था. वह अपने आला से लड़कियों को बिना कपड़े के जांच करता था. 

इंदू कुमारी, मीनू देवी, मंजू देवी, चंदा देवी, नेहा कुमारी, हेमा मसीह, किरण कुमारी : सभी बालिका गृह की कर्मचारी थीं. इन सभी पर लड़कियों को नशा की दवा देने, मारपीट करने का आरोप है. बालिका गृह की लड़कियों के साथ दुष्कर्म करने वाले ब्रजेश, विकास, दिलीप, रवि रोशन व अन्य का सहयोग करने का भी आरोप है. एक महिला कर्मचारी पर लड़कियों से साथ आपत्तिजनक स्थिति में सोने का भी आरोप है. अन्य महिला कर्मचारियों के साथ मिलकर लड़कियों की पिटाई करती थी.

विजय कुमार तिवारी, गुड्डू व कृष्णा राम : ये सभी ब्रजेश ठाकुर के नौकर थे. सभी पर लड़कियों से दुष्कर्म करने और पिटाई करने का आरोप लगाया गया है.

Election Commissioner Rejects Call For Fresh Election


“It is not possible to hold a fresh election again” the commissioner informed reporters

DHAKA: 

Bangladesh’s chief election commissioner rejected on Monday an opposition demand for a fresh election, after widespread opposition complaints that vote rigging handed Prime Minister Sheikh Hasina’s ruling party victory.

“It is not possible to hold a fresh election as the election was held in a peaceful manner,” the commissioner, K M Nurul Huda, told reporters.

Hasina has won a third straight term in the Sunday general election, sealing a landslide with almost all the seats in parliament, while the opposition rejected the result as rigged and called for a fresh vote.

Election Commission To Make A Fresh Push For Electoral Reforms


The Election Commission had been pushing to extend constitutional protection.

New Delhi: 

The Election Commission will make a fresh push for electoral reforms with the government, including making filing of false declaration a ground for disqualification and putting a cap on expenditure by candidates in legislative council polls, in the coming days.

According to highly-placed sources in the poll panel, the Election Commission top brass, at the planned meeting with Legislative Secretary G Narayana Raju after the end of the winter session of Parliament, will also ask the government to make bribery during poll period a cognisable offence.

The winter session of Parliament will end on January 8.

While the Law Ministry is the administrative ministry for the Election Commission, the Legislative Department is the nodal unit for issues related to the poll panel.

The sources said, the Commission would also ask the ministry to take a call on its demand to extend constitutional protection to the two election commissioners on the lines of the Chief Election Commissioner.

The President appoints the Chief Election Commissioner and Election Commissioners after the Law Ministry initiates the file for their appointment.

A Chief Election Commissioner can be removed from the office only through impeachment by Parliament. The President can remove the Election Commissions  based on the recommendation of the CEC.

In its report on electoral reforms submitted in March, 2015, the Law Commission had proposed extending constitutional protection to the two Election Commissions.

The Election Commission had been pushing to extend constitutional protection to the election commissioners.

Another proposal that the Election Commission would press for is making electoral law gender neutral for armed forces personnel.

As of now, an armyman’s wife is entitled to be enrolled as a service voter, but a woman army officer’s husband is not, according to the provisions in the electoral law.

But a bill pending before the Rajya Sabha proposes to replace the term ‘wife’ with ‘spouse’, thus making the provision gender neutral.

Members of the armed forces, central armed police forces, personnel of state police forces posted outside their state and employees of the Centre posted outside India are eligible to be enrolled as service voters.

“Much depends on Parliament. The bill has been passed by the Lok Sabha… It is a major electoral reform for service voters ahead of the Lok Sabha polls… We want government to get it passed at the earliest,” an Election Commission official said.

Referring to the issue of filing false declaration, the sources said, as of now, it attracts a six months’ jail term. But the Election Commission wants to make it into an “electoral offence”, they said.

Conviction in an electoral offence is a ground for disqualification. “Jail term of six months does not instil fear. Disqualification would,” another official explained.

As of now, candidates contesting legislative council elections don’t have a bar on campaigning expenses, which, the Election Commission wants to put a cap on.

The expenditure should be half of what is allowed for candidates contesting assembly polls. Every state has a different expenditure limit based on its size, number of voters and assembly seats.

As of today, bribery in elections is a non-cognisable offence where an investigation cannot take place without a magistrate’s permission. The Election Commission wants to make it a cognizable offence and bring in the category of “serious” crimes like murder, dowry, death, and rape.

US Hits Russian Spies With Fresh Sanctions Over Election Meddling


US would end sanctions on Russian giant Rusal after blacklisted billionaire Deripaska cut his stake in it

Washington: 

The US Treasury hit 15 members of Russia’s GRU military intelligence agency with sanctions Wednesday over their alleged roles in interference in the 2016 presidential election and hacking the World Anti-Doping Agency.

Also sanctioned were two GRU agents who allegedly attempted to assassinate Russian defector Sergei Skripal in Britain, and two individuals and three companies tied to the Russian troll farm accused of trying to manipulate US public opinion.

Separately, the Treasury said it would end sanctions on Russian aluminum giant Rusal and two related companies after blacklisted billionaire Oleg Deripaska took action to cut his stake in them sharply.

The sanctions ban Americans and companies with US arms — like many global banks — from doing business with those on the US blacklist.

The sanctions also freeze any of the targets’ assets in US jurisdictions.

“The United States will continue to work with international allies and partners to take collective action to deter and defend against sustained malign activity by Russia, its proxies, and intelligence agencies,” said Treasury Secretary Steven Mnuchin.

Already indicted

Most of the names on the new sanctions list were GRU officers already covered by separate US blacklists and indictments.

Four were indicted in October over the cyber attacks on the global chemical weapons watchdog, the OPCW and on WADA between 2016 and 2018.

Nine were part of a group indicted by Special Counsel Robert Mueller, the head of the investigation into Russian meddling in the 2016 election, in July.

The new sanctions came two days after two extensive reports were released detailing concerted Russian attempts to stoke US political conflict over social media by the St Petersburg-based Internet Research Agency, an operation US intelligence says was dubbed Project Lakhta.

The IRA is controlled by the Concord Group of Yevgeniy Prigozhin, a close ally of Russian President Vladimir Putin.

Wednesday’s sanctions blacklist added Concord’s accountant for Project Lakhta — also already indicted in the United States — and three companies the Treasury said the Concord group used to mask its operations.

Oligarch Deripaska pressured

The delisting of Rusal and the two other companies, En+ Group and JSC EuroSibEnergo, came as they sought to avoid being locked out of global markets due to their close association with Deripaska.

Derispaska is known to have friendly ties with Putin and had business ties with president Donald Trump’s former campaign chairman Paul Manafort, who has been indicted and convicted by the Mueller investigation.

Struggling Arsenal Needed Fresh Start After Arsene Wenger, Says Unai Emery


“Nowadays it’s very difficult for a coach to stay 22 years,” Emery said in an interview with Spanish sports daily Marca on Thursday. 

“We had to rearrange the furniture, and not because of anything bad that happened previously, but to stimulate everyone again — to shake things up, sweep under the carpets, open the windows — in a positive way.” 

Emery has made changes defensively, deploying a higher and more aggressive pressing game that has been adopted surprisingly quickly by his players. 

Bernd Leno has established himself as the first-choice goalkeeper ahead of Petr Cech while the tireless Lucas Torreira has been one of Arsenal’s stand-out players in midfield.

“Before Wenger arrived, Arsenal celebrated winning 1-0 and were based on defensive solidity,” Emery said. 

“Then with Arsene, joy was taken from attacking too and the perfect blend was the ‘Invincibles’ team. But over time, only technical quality and attacking freedom were taken care of and the team lost its defensive structure. 

“What I want is to unite both aspects and be more competitive. Arsenal was in decline. We had to stop that and start climbing.” 

Emery said he has met Wenger once since being appointed his replacement and while he “has a lot of respect” for his predecessor, he insists changes had to be made. 

Some of the devils was in the detail. Sugary juices were removed as part of some tweaks to the club canteen and Emery says they also moved the gym closer to the training pitch. He is not keen, however, on his reputation as a meticulous coach.

“I have said to myself it is a positive thing, but it can also be negative, that you are too heavy, want to interfere with the players a lot,” Emery said.

“What I do is work. I analyse matches and then I transfer it to video and I teach the players.”

He added: “When I left Valencia, I told the president I was more a tactics coach than a player-coach. I don’t have time to analyse players. I am more tactical. Wenger was, for example, more about pure football, about players.”
