ओडिशा में अलग-अलग स्थानों पर सरकारी आवासीय विद्यालयों में रहने वाली दो छात्राओं सहित कुल तीन नाबालिग लड़कियों के गर्भवती होने और एक अन्य नाबालिग लड़की के एक बच्चे को जन्म देने के मामले सामने आए हैं. पुलिस ने यह जानकारी दी. ढेंकनाल, कालाहांडी और जाजपुर जिलों में ये घटनाएं सामने आई हैं. इससे एक सप्ताह पहले ही ओडिशा के अनुसूचित जाति एवं अनुसूचित जनजातीय विकास विभाग द्वारा संचालित एक आवासीय स्कूल की 14 वर्षीय छात्रा के कंधमाल जिले में स्थित हॉस्टल में एक बच्चे को जन्म देने की घटना सामने आई थी. नाबालिग ने 12 जनवरी को बच्चे को जन्म दिया था. ढेंकनाल के सप्तसजया में आवासीय स्कूल के हेडमास्टर जनार्दन समाल ने शुक्रवार को सदर पुलिस थाने में शिकायत दर्ज कराई थी कि आठवीं कक्षा की छात्रा गर्भवती पाई गई है.

ढेंकनाल के उप-विभागीय पुलिस अधिकारी एस के करीम ने बताया कि हेडमास्टर की शिकायत के आधार पर 14 वर्षीय छात्रा के बयान दर्ज किए गए और जाजपुर जिले के कालियापानी के 15 वर्षीय एक किशोर को पकड़ा गया है. घटना की जानकारी फैलने पर भाजपा कार्यकर्ताओं तथा स्थानीय निवासियों ने विरोध प्रदर्शन किया और दोषियों के खिलाफ कड़ी कार्रवाई करने की मांग की. अधिकारियों ने बताया कि एक अन्य घटना में कालाहांडी जिले में नरला क्षेत्र में नवोदय आवासीय स्कूल की कक्षा नौ की छात्रा के कथित तौर पर गर्भवती होने और उस पर गर्भपात की दवा लेने का संदेह है. कालाहांडी में ही एक अन्य घटना में 24 साल के एक युवक को 13 साल की बच्ची से दुष्कर्म करने के आरोप में गिरफ्तार किया गया है.

Infant Dies After Woman Gives Birth On Srinagar Road, Probe Ordered

Srinagar: 

The Jammu and Kashmir government on Saturday ordered an inquiry after a woman gave birth to a baby on a road as doctors at the state’s premier maternity care hospital allegedly refused to admit her.

The woman, a resident of Kupwara district of north Kashmir, delivered a baby girl on the road, but the family could not save the baby.

Divisional commissioner Jammu and Kashmir, Baseer Khan, ordered an inquiry after reports of denial of entry to a pregnant woman into Lal Ded Hospital came out.

“A news item has been posted on the social media which reveals that a woman from remote area of Kupwara district was forced to deliver on the roadside after doctors of Government LD Hospital, Srinagar, the largest maternity care hospital in the valley, did not allow her to stay in the hospital for a night and did not admit her on Thursday,” Mr Khan said in the order.

The officer asked Principal/Dean, Government Medical College Srinagar to inquire into the matter and submit a report in two days.

“This news item needs a thorough enquiry to find out the factual position, so that appropriate action is taken against the concerned if found liable for such negligence/ act,” the order read.

“You are accordingly directed to enquire into the matter and furnish the inquiry report along with your explicit comments within two days, treating the matter most urgent,” it added.

The relatives and neighbours of the woman held a protest march at Press Enclave on Saturday, demanding action and doctors and hospital administration.

They also demanded establishment of a maternity care hospital in Kupwara and accommodation at Srinagar for patients from such far-flung areas.

The incident happened on Thursday night after the woman from remote Moore village of Kalaroos area of Kupwara developed labour pain at her home earlier during the day.

A family member of the woman said she was taken to Kalaroos hospital on a cot by a few people as the road was not motorable because of snow.

“The doctors there referred her to Kupwara hospital, from where she was further referred to Lal Ded Hospital in Srinagar,” the family member said.

He said the woman was kept under observation for a few hours at Lal Ded hospital, after which the doctors there allegedly refused her an overnight stay at the hospital.

“We were told to leave the hospital. A doctor also misbehaved with us. After we left the hospital, she developed severe pain again and delivered a baby girl on the road. The new-born died immediately,” the family member said.

Medical Superintendent, Lal Ded Hospital, Shabir Siddique said there were strict instructions to the doctors to keep patients from far-flung areas for an overnight stay at the hospital.

“We are ascertaining the facts. If there is any negligence, then we will take strict action,” he added.

Meanwhile, politicians have demanded action against the doctors.

“I hope the state functionaries working under the command of @jandkgovernor take immediate action in this tragic case,” National Conference vice-president Omar Abdullah wrote on Twitter.

“Heart wrenching that a pregnant woman was turned away from a hospital which ironically is named after the great Kashmiri mystic saint Lal Ded . She later gave birth to a still born in frigid temperatures. Cannot even begin to fathom the pain & trauma the parents must feel,” former chief minister and PDP president Mehbooba Mufti said on Twitter.

Jammu and Kashmir Pradesh Congress Committee president G A Mir expressed serious concern over the incident and described it as shameful, deplorable and unfortunate.

Mr Mir expressed hope the Governor-led state administration would take strong notice of the incident, reform the health sector in the state and ensure that no such incident happens in the future.

A 150 kilometre-long ‘padyatra’ (march) will be organised in Gujarat’s Bhavnagar district for a week starting on Tuesday, as part of Mahatma Gandhi’s 150th birth anniversary celebrations. As many as 150 people will be part of the walk.

The ‘padyatra’ will pass through ‘buniyadi shalas’, schools founded on Gandhian principles and 150 different programmes will be organised en route, Union Minister Mansukh Mandaviya said on Tuesday.

The ‘yatra’ will connect 150 villages and will include 150 prominent Gandhi followers, he added.

Mansukh Mandaviya added that the march will also incorporate 14 public gatherings which will be addressed by ministers, social activists and journalists. He added that the purpose of the yatra was to acquaint the young generation with Mahatma Gandhi’s ideology.

एक मीडिया रिपोर्ट का तत्काल संज्ञान में लेते हुए एनएचआरसी (National Human Rights Commission) मुख्य सचिव के नाम तत्काल नोटिस जारी कर चार सप्ताह के अंदर विस्तृत जवाब देने के लिए कहा है कि उसने दोषियों के खिलाफ क्या कार्रवाई की और लड़की की काउंसलिंग करने के साथ-साथ उसके पुनर्वास के लिए क्या किया है. कंधमाल जिले के आवासीय स्कूल के छात्रावास में 14 वर्षीय एक छात्रा ने 12 जनवरी को एक बच्ची को जन्म दिया. एमकेसीजी मेडिकल कॉलेज एंड हॉस्पिटल में सोमवार को बच्ची की मौत हो गई. एनएचआरसी ने कहा, “लड़की अनुसूचित जनजाति की है, इसलिए आयोग दर्ज की गई प्राथमिकी की धारा की विस्तृत जानकारी भी जानना चाहती है.”

Notice Sent To Odisha Government Over Teen Giving Birth In School Hostel

The National Human Rights Commission (NHRC) sent a notice to the Odisha government on Monday over reports that a 14-year-old girl delivered a baby in a state-run tribal residential school in Kandhamal district, officials said.

Reportedly, after the delivery, the girl along with her newborn baby was “driven out” of the hostel and forced to “take shelter in a nearby jungle”, the rights panel said in a statement.

“The National Human Rights Commission has taken suo motu cognisance of a media report that a 14-year-old girl, student of class 8, delivered a baby girl in a state-run tribal residential school in Odisha’s Kandhamal district on January 12,” it said.

The commission issued a notice to the state’s chief secretary, seeking a detailed report within four weeks on action taken against the guilty and relief or rehabilitation as well as counselling provided to the minor girl.

“The girl belongs to Scheduled Tribe, hence, the commission would also like to know the details of the sections under which FIR has been registered and status of statutory relief as per provisions of the SC/ST (PoA) Rules, 1995,” the statement said.

The NHRC observed that it was apparent that the school headmistress and hostel warden have “failed to protect the poor girl” while she was in their custody, and due to their “negligence” she has suffered mental agony and social stigma.

The state is responsible for the safety and security of the girl students staying in the residential schools, it said.

As per the reports, the girl, along with her newborn baby, was traced with the help of local police on January 13 and admitted to a hospital, the NHRC said.

According to the report, carried Monday, a third year student of the Daringbadi College has been arrested and two matrons, two cook-cum-attendants, a woman supervisor and an auxiliary  midwife of the institute have been suspended from service for dereliction of duty in connection with the incident, the statement said.

“It is also been reported that the government has recommended suspension of the school headmistress on the same charges,” the statement said.

The minister concerned has reportedly stated that the district collector has been directed to probe the incident and submit a detailed report regarding circumstances under which the girl got pregnant and delivered a baby, the commission said.

The locals had also staged a demonstration and blocked the National Highway-59, demanding immediate arrest of culprits and strict action against the school headmistress and the hostel warden, it said.

US Judge Partially Blocks Trump Administration Birth Control Rules

A judge in California on Sunday partially blocked a set of Trump administration rules that allow employers to opt out of providing health insurance that covers women’s birth control from taking effect.

US District Judge Haywood Gilliam in Oakland granted a request by 14 Democratic attorneys general for a preliminary injunction. The rules, which are set to go into effect January 14, allow businesses or nonprofits to obtain exemptions to an Obamacare requirement for contraceptive coverage on moral or religious grounds.

Led by California Attorney General Xavier Becerra, the attorneys general had asked for a nationwide injunction, but Mr Gilliam limited his ruling to the states challenging the rules.

Mr Gilliam did not reach a final decision in the case, but said the rules likely violated federal law.

The states involved also include Connecticut, Delaware, Hawaii, Illinois, Maryland, Minnesota, New York, North Carolina, Rhode Island, Vermont, Washington, Virginia, and the District of Columbia.

“Today’s court ruling stops another attempt by the Trump Administration to trample on women’s access to basic reproductive care,”Mr Becerra said in a statement.

A spokeswoman for the US Department of Justice, which has defended the rules in court, did not immediately respond to a request for comment.

The Affordable Care Act of 2010, popularly known as Obamacare, required employers to cover contraception under their health plans with no co-payment but created exemptions for religious houses of worship.

In October 2017 the Trump administration said it would broaden the existing exemptions and added “moral conviction” as a basis for opting out of providing birth control.

Conservative Christian activists and congressional Republicans praised the move, while reproductive rights advocates and Democrats criticized it.

The attorneys general sued soon after the rules were announced, saying they were invalid under a law governing how regulations can be implemented.

Mr Gilliam said on Sunday that the attorneys general had legal standing to file the lawsuit because the rules would cause them economic harm.

State governments would be forced to provide additional birth control coverage and pay health care costs associated with a rise in unintended pregnancies, the judge said.

Mr Gilliam said the “moral convictions” exemption created by the Trump administration did not implicate the Constitution’s protections for religious liberty and was “inconsistent with the language and purpose of” Obamacare.

Mr Gilliam had previously blocked an interim version of the rules. An appeals court upheld that injunction, but limited it to the states involved in the case.

Odisha Teen Gives Birth In School Hostel, Says Forced To Flee To Forest

A student of a state-run tribal residential school in Odisha’s Kandhamal district delivered a baby girl in her hostel, prompting the authorities to suspend six of its employees, the officials said on Sunday. A senior student has been arrested in the incident after locals launched protested, alleging a cover-up attempt.

The 14-year-old girl, a student of class eight, delivered the baby on Saturday night, Kandhamal District Welfare Officer (DWO), Charulata Mallick said. She alleged she and the baby were thrown out of the hostel and had to seek shelter in a nearby forest.

The school in Kandhamal district is run by the tribal and rural development department of Odisha.

With the government facing sharp criticism from the opposition over the incident, Odisha minister Ramesh Majhi said the district collector had been asked to probe the incident and submit a detailed report on the circumstances under which the girl got pregnant and delivered the baby.

“The government has taken a serious view of the incident,” he said in Bhubaneswar.

Ms Mallick said a third year student has been arrested over the incident.

District Collector D Brunda said two matrons, two cook-cum-attendants, a lady supervisor and an auxiliary midwife of the institute were suspended.

The government has also recommended suspending the school headmistress Radha Rani Dalei on the same charges, Mr Brunda said.

The two were traced by authorities from nearby jungle and the local police on Sunday morning and taken to hospital.

The police were informed by the locals, who also staged a demonstration and put up a blockade on National Highway 59 demanding immediate arrest of the accused and stern action against the school authorities. Opposition Congress and BJP also hit out at the state state government.

NASA Telescopes Capture Birth of Black Hole or Neutron Star


An international team of astronomers, using NASA telescopes, have captured the first ever image of a star that collapsed to form a compact object, and are debating whether it is a black hole or a neutron star.

NASA’s Asteroid Terrestrial-impact Last Alert System telescope in Hawaii picked up a brief and unusual burst in the night sky on June 16, 2018, the US space agency said in a statement

The celestial outburst -called AT2018cow and nicknamed “the Cow” – occurred inside or near a star-forming galaxy known as CGCG 137-068, located about 200 million light-years away in the constellation Hercules. 

For over three days, the Cow produced a sudden explosion of light at least 10 times brighter than a typical supernova, and then it faded over the next few months, NASA said. 

The stellar debris, approaching and swirling around the object’s event horizon, caused the remarkably bright glow.

Using data from multiple NASA missions, including the Neil Gehrels Swift Observatory and the Nuclear Spectroscopic Telescope Array (NuSTAR), a team of scientists speculate that the Cow is a monster black hole shredding a passing star. 

In a paper forthcoming in the journal Monthly Notices of the Royal Astronomical Society, they say that the shredded star was a white dwarf – a hot, roughly Earth-sized stellar remnant marking the final state of stars like our Sun. 

“The Cow produced a large cloud of debris in a very short time,” said Paul Kuin, an astrophysicist at University College London (UCL). 

“Shredding a bigger star to produce a cloud like this would take a bigger black hole, result in a slower brightness increase and take longer for the debris to be consumed.” 

Another team of scientists, analysing data from multiple observatories, including NASA’s NuSTAR, ESA’s (the European Space Agency’s) XMM-Newton and INTEGRAL satellites, and the National Science Foundation’s Very Large Array, claimed that it is a supernova — a stellar explosion — could be the source of the Cow. 

“We saw features in the Cow that we have never seen before in a transient, or rapidly changing object,” said Raffaella Margutti, an astrophysicist at Northwestern University in Evanston, Illinois.

In the study, forthcoming in The Astrophysical Journal, they propose that the bright optical and ultraviolet flash from the Cow signalled a supernova and that the X-ray emissions that followed shortly after the outburst arose from gas radiating energy as it fell onto a compact object.

Delhi’s First Animal Welfare Policy Calls For Birth Control Of Monkeys


The policy is to be kept open ended so that it is updated from time to time.

New Delhi: 

Birth control of monkeys, a revised regime for sterilisation of stray dogs and electronic chips to identify owners of deserted pets and cattle are some of the measures that Delhi government’s first policy on animal welfare recommends.

The ‘animal health and welfare policy 2018’, which also proposed a cowshed at Ghumanhera where cows will be kept along with elderly people in a unique coexistence, was on Wednesday discussed in a meeting attended by Development Minister Gopal Rai.

“There was no such policy before to consider the animal welfare in entirety covering issuing like menace caused by monkeys and stray dogs. We aim to keep this policy open ended so that it is updated from time to time,” Mr Rai told reporters after a meeting with department officials, animal welfare groups and veterinary experts.

The policy suggests tagging pets and cattle with electronic chips so that there owners could be identified and further steps could be taken, the minister said.

The policy provides for undertaking monkey birth control programme under animal birth control (ABC) initiatives. It observes that sterilisation of stray dogs under the ABC programme in Delhi through NGOs is not as per expectations.

“It should be further re-evaluated for its shortcomings and necessary measures should be taken to strengthen it,” says the policy draft.

Strengthening infrastructure through a network of veterinary hospitals, polyclinics, aviaries, helpline for distressed animal and birds and ambulance service are other measures that the policy recommends.

As per the policy, animal health and veterinary services will be strengthened through 24×7 operational polyclinics in all districts. The needs of birds will also be taken care at district-level aviaries.

A veterinary hospital that will be operational round the clock will be inaugurated at Tis Hazari on January 16.

It has been suggested that the Animal Husbandry unit of Development Department should be named as Animal Health and Welfare Department, Mr Rai said.

He said under the policy efforts will made to make Delhi rabies free through an effective check on stray dog menace.

Setting up 12 check posts and quarantine facilities at the borders of Delhi are part of the policy.

“Our successful intervention in cases of bird flu and glanders noticed in Delhi ensured that human population was not affected,” Mr Rai said.
