इंदौर: दाऊदी बोहरा समुदाय के मौजूदा सर्वोच्च धर्मगुरु सैयदना मुफद्दल सैफुद्दीन मोहर्रम के मौके पर ‘वाज़’ यानी प्रवचन देने, मध्यप्रदेश के इंदौर आए हैं. राज्य सरकार ने सैयदना को राजकीय अतिथि का दर्जा दिया है. सैयदना से मिलने प्रधानमंत्री नरेंद्र मोदी भी पहुंचे. प्रदेश में होने वाले आगामी विधानसभा चुनाव से पहले प्रधानमंत्री के इस कदम को राजनीति से जोड़कर भी देखा जा रहा है.

कांग्रेस की कोशिश अपने अध्यक्ष राहुल गांधी को भी इस मंच पर लाने की है. वैसे आज इंदौर में कांग्रेसियों ने मोदी को काले झंडे दिखाने की पुरजोर कोशिश की.

     

प्रधानमंत्री नरेन्द्र मोदी इंदौर पहुंचे, गाड़ी में जूते उतारे मस्जिद में जाने से पहले वजू किया. सैयदना ने भी वाज़ रोका और प्रधानमंत्री को गले लगाया. मुख्यमंत्री और प्रधानमंत्री दोनों सैयदना के बगल में कुर्सी पर बैठे. फिर प्रधानमंत्री ने कहा ‘अशरा मुबारक के इस पवित्र अवसर पर भी आपने मुझे यहां आने का मौका दिया, इसके लिए बहुत आभार. मुझे बताया गया है कि टेक्नालॉजी के माध्यम से देश और दुनिया के अलग-अलग सेंटर्स से भी समाज के लोग जुड़े हैं, आप सभी का भी मैं अभिनंदन करता हूं.’

           

हज़रत इमाम हुसैन की शहादत की याद में दाऊदी बोहरा समुदाय द्वारा आयोजित अशर-ए-मुबारका कार्यक्रम में पीएम मोदी के साथ मध्यप्रदेश के मुख्यमंत्री शिवराज सिंह चौहान भी शामिल हुए. इस अवसर पर शिवराज सिंह चौहान ने कहा कि पीएम मोदी लगातार, बिना रुके देश की तरक्की के लिए काम कर रहे हैं. उन्होंने कहा कि बोहरा समाज ने महिलाओं-बच्चों के लिए बहुत काम किया है. शिवराज सिंह ने कहा कि दाऊदी बोहरा समाज अपनों से प्यार और दूसरों की मदद करने में आगे है.

बोहरा’ दरअसल गुजराती शब्द ‘वहौराउ’ यानी ‘व्यापार’ का अपभ्रंश है. यह समुदाय मुस्ताली मत का हिस्सा है, जो 11वीं शताब्दी में उत्तरी मिस्र से धर्म प्रचारकों के माध्यम से भारत में आया था. फिलहाल देश में बोहरा समुदाय की कुल आबादी लगभग 20 लाख है, जो ज्यादातर कारोबारी हैं.


बोहरा समुदाय की बड़ी आबादी गुजरात में रहती है इसलिए प्रधानमंत्री ने अपने उद्बोधन में कहा ‘बोहरा समाज के साथ मेरा भी रिश्ता बहुत ही पुराना है. मेरा सौभाग्य है कि आपका स्नेह मुझ पर हमेशा रहा. गुजरात का शायद ही कोई गांव हो जहां बोहरा व्यापारी नहीं मिलता हो. मैं जब मुख्यमंत्री था तब कदम-कदम पर बोहरा समाज ने साथ दिया. आपका यही अपनापन मुझे आज यहां खींच लाया है. चूंकि बोहरा बड़े कारोबारी भी हैं, इसलिए प्रधानमंत्री ने कहा देश का व्यापारी और कारोबारी अर्थव्यवस्था की रीढ़ है. वो देश में रोजगार पैदा करने वाली महत्वपूर्ण इकाई है. उसको जितना प्रोत्साहन संभव है, दिया जा रहा है. लेकिन ये भी सच है कि पांचों उंगलियां एक समान नहीं होतीं. हमारे बीच से ही ऐसे लोग निकलते हैं जो छल को ही कारोबार मानते हैं.’

मध्यप्रदेश में विधानसभा चुनावों से पहले इस मुलाकात के सियासी मायने भी हैं, वैसे वोटों के लिहाज़ से मध्यप्रदेश में बोहरा समुदाय की प्रभावी मौजूदगी महज़ तीन शहरों- इंदौर, उज्जैन और बुरहानपुर में ही है, लेकिन बीजेपी और कांग्रेस के लिए बोहरा समुदाय की अहमियत उनके वोटों से ज़्यादा सैयदना से मिलने वाले चुनावी चंदे की है. हालांकि खास ये है कि पहली बार किसी प्रधानमंत्री ने सैयदना की खिदमत में इस तरह हाज़िरी लगाई है.

इस मौके पर मोदी सरकारी योजनाओं के जिक्र से भी नहीं चूके. उन्होंने कहा कि स्वच्छता भारत अभियान शुरू भले ही सरकार ने किया हो, लेकिन आज इस अभियान को देश की 125 करोड़ जनता चला रही है. गांव-गांव, गली-गली में स्वच्छता के प्रति एक अभूतपूर्व आग्रह पैदा हुआ है. चार वर्ष पहले तक जहां देश के 40% घरों में ही टॉयलेट थे आज ये दायरा 90% से भी अधिक हो गया है.

      

इंदौर की तारीफ में मोदी ने कहा आज हम जिस इंदौर शहर में जुटे हैं, ये तो स्वच्छता के इस आंदोलन का अगुवा है. इंदौर निरंतर स्वच्छता के पैमाने पर देशभर में नंबर वन रहा है. इंदौर ही नहीं भोपाल ने भी इस बार कमाल किया है. एक प्रकार से पूरे मध्यप्रदेश के मेरे युवा साथी, एक-एक जन इस आंदोलन को गति दे रहे हैं.

Chairman Venkaiah Naidu Rebukes Rajya Sabha Members For Poor Attendance


Rajya Sabha Chairman Venkaiah Naidu pulled up members over poor attendance in the upper house

New Delhi: 

Rajya Sabha Chairman M Venkaiah Naidu today rebuked members for the thin attendance in the House when a crucial legislation to provide constitutional status to the National Commission for Backward Classes was passed last evening.

At the start of the day’s proceedings, Mr Naidu observed that 156 members were present when the Rajya Sabha passed the constitution amendment bill.

“We just scraped through,” he lamented. Rajya Sabha has a total strength of 245. Majority of the members, that is more than half, are required to be present when an amendment to the Constitution is passed. It can be passed only when two-thirds of the members are present and vote in favour.

“Yesterday, we passed a historic bill unanimously,” he said and went on to make his point.

“What is the total presence in the House? 156. What is the strength of the House? On such a constitution amendment where there is unanimity, where there is consensus, and we just scrape through,” he said citing the rule on passage of a constitution amendment bill. The bill could have fallen if the numbers were a little less.

“We were exactly a little above the mark, that’s all. Otherwise, you can’t get it approved also,” he said. He said on such matters, political parties should issue whips to their members to ensure their presence.

“On such matters, parties also through their whips (leaders) must see to it that members are cautioned, or guided or directed to be there on time and also vote in such things,” he said.

Mr Naidu said it would be a “sad commentary” on the functioning of the Rajya Sabha if someone was to take note of the attendance.

“Whenever there is an important legislation in Parliament, better be present in the House in large numbers, so that a message goes to the society,” he said.

He also asked members to be punctual and assemble in the House before the start of the day’s proceedings at 11:00 am.

“I have been seeing that members are coming after the Chairman comes and the House assembles,” he said.

“The practice is that everybody should be there in the seat before the Chairman comes and then we must start. That will send a good message.”

Observing that arriving five minutes early would not make much of a difference, he said when members come in late, they also disturb others to reach their allocated seat.

“All these things can be avoided. This will enhance the prestige and decorum of the House,” he said.

Mr Naidu also asked ministers to give advance notice of leave of absence when papers listed against their name are to be taken up.

“I will not allow any statement made by any minister on behalf of other ministers unless I get notice beforehand and then I permit it,” he said.

While there has been some improvement, but still some people at the last moment approach the Table office and the Secretariat for allowing someone else to lay the papers on their behalf.

“This is not permissible. This is the last day. I am not going to allow it at all. Please take note of it,” he added.

Compulsory Attendance At Swami’s Lecture Upsets Haryana’s Opposition

Haryana’s main opposition party has demanded action against a Bhiwani district officer for asking all sarpanches to attend a lecture by a religious leader, calling the move a “gross misuse of official machinery”.

The District Development and Panchayat Officer (DDPO) of Bhiwani, Ram Singh, had asked all sarpanches and secretaries of panchayats in the district to compulsorily attend a lecture delivered by Swami Gyananand, the head of Kurukshetra-based Global Inspiration and Enlightenment Organisation of Bhagavad Gita.

The DDPO sent an official communication on July 25 to the block development and panchayat officers (BDPOs), asking them to ensure the presence of all the sarpanches or village heads, and the gram sachivs at the event organised here yesterday by the Haryana Sanskrit Academy.

In the communication, the DDPO mentioned that the Haryana Sanskrit Academy, Panchkula, was organising the event for making the villages “ideal, cultured and stress-free”, for which a lecture would be delivered by Swami Gyananand ji Maharaj.

While the DDPO could not be contacted, Deputy Commissioner Anshaj Singh said he was not aware about any such communication.

“I am not aware about any such official communication. I will find out (about it). The event was not organised by the district administration,” he said over phone today.

The order has evoked sharp reaction from the INLD which has demanded an immediate action against the DDPO.

“In an event where religious leader is to deliver a lecture, calling an official meeting or issuing instructions officially cannot be given. This is a gross misuse of official machinery,” INLD leader R S Chaudhary said.

More than 90,000 attendees at World Ducati Week 2018

The World Ducati Week is the international gathering that brings the Ducati community together every two years. And this time around, it was a record turnout, with 91,596 attendees in the three days of the 10th World Ducati Week, meeting at the Misano World Circuit “Marco Simoncelli”. The record number of participants exceeded the previous record of 81,000 attendees in the 2016 edition of the World Ducati Week. Participants from over 73 countries travelled to attend the event, which included meetings and autograph sessions with Ducati riders, riding courses and test rides of new motorcycles, among other events.

The 10th edition of the World Ducati Week also included technical courses at Ducati University, performances by stunt riders, and laps on the track. A special area dedicated to the Panigale and the Multistrada Experience featuring Carlin Dunne’s Multistrada 1260 Pikes Peak, winner of the Pikes Peak 2018 race were also highlights of the event. The exclusive “preview room” prepared just for WDW2018 participants, also aroused great interest and long queues, giving visitors a preview of one of Ducati’s new motorcycles for 2019.

One of the most exciting events of this edition of the World Ducati Week took place on Saturday, July 21 when the “Race of Champions” started. The race featured 12 Ducati MotoGP and SBK Champions competing on the Misano circuit, riding the Ducati Panigale V4 S, specially prepared with racing configuration and customised liveries. Michele Pirro won the race, followed by Rabat, Fores, Miller, Melandri, Rinaldi, then Dovizioso, Simeon, Petrucci, Lorenzo, Abraham and Troy Bayliss to complete the exceptional line-up of the “Race of Champions”.

Tripura Introduces Aadhar-Based Biometric Attendance At Secretariat

The Tripura government has introduced Aadhaar based biometric attendance system at the state secretariat aiming to bring in more discipline among staff and encourage minimal use of paper for official work.

Chief Minister Biplab Kumar Deb said his government was working on reducing “unnecessary workload” and increase efficiency and accountability among employees.

“We have 996 employees working in the state secretariat. All of them are very enthusiastic about the new system”, the chief minister said.

He also said the central government pays huge sums to buy paper used in official work. Judicious use of the commodity can save a lot of money, he said.

The biometric attendance system would go a long way in curbing unnecessary use of paper, he said.

In an office memorandum issued by the Department of General Administration (Secretariat Administration) on July 16, Secretary TK Chakma said the state government has adopted a decision to give stress on importance of economic use of paper in government offices.

Mr Deb said attendance log books were things of the past as nobody needed to keep record of employees attending the office and store them in secure lockers, which makes the
entire process lengthy.

The new system will be robust, self-dependent and easy to use. Depending on others for attendance and other regular chores were done in old days. Now, everyone has to take responsibility, he added.

After JNU Students, Attendance Now Mandatory For Teachers As Well


The decision was taken at the 146th Academic Council meeting.

After students, the Jawaharlal Nehru University (JNU) on Friday said that teachers too will be required to mark their attendance every day.

The decision was taken at the 146th Academic Council meeting.

“While JNU had already implemented the rules of attendance for students and administrative staff, the 146th AC meeting has made attendance mandatory for the teaching community as well. JNU faculty need to give attendance at least once in a day,” a JNU statement said.

Also, during the registration at the beginning of every semester, all the students have to give an undertaking that they will abide by the attendance rules, the statement issued by the varsity Rector I Chintamani Mahapatra said.

In another major decision, the council made JNU Entrance Examinations completely computer-based.

“Many members pointed out that the admission process in JNU will now be fairer, efficient, secure and bias-free,” the statement said.

How Jammu And Kashmir Solved Its Attendance Problem In Government Offices

Effective implementation of biometric attendance system in government offices has started showing tangible results as it has improved punctuality and the delivery of service, the Jammu and Kashmir government said yesterday.

“The digital attendance in the civil secretariat and other offices has witnessed a sudden jump to 80 per cent from 45 per cent since the reinforced inception of the biometric system,” the General Administration Department said.

The GAD said biometric time and attendance system has also improved workforce productivity, efficiency, and human resource management at all levels in the administration.

“The biometric attendance reports are generated and submitted by GAD to the Governor’s Secretariat on daily basis,” the GAD said, adding that similar reports are submitted by the Divisional Commissioners of Kashmir and Jammu to ensure punctuality of the staff.

49 Arrested For Using Sealant To Bypass Biometric Attendance In UP Test

Lucknow:  Making innovative use of a popular multi-purpose sealant, a recently busted syndicate hoodwinked the biometric attendance system at the Uttar Pradesh Police constable recruitment examination, but in the process sealed its own fate.

The Uttar Pradesh Special Task Force (STF) today arrested 22 people in Meerut, IG STF Amitabh Yash told PTI, taking the total number of arrests during the two-day exam to 49.

In a major crackdown against the syndicate, 27 people were arrested yesterday for allegedly aiding cheating through hi-tech devices such as spy-mics, and placing “solvers” impersonating the aspirants, officials said.

The STF arrested 11 persons from Gorakhpur and six persons from Allahabad yesterday. Another three persons were arrested from Allahabad by the district police, they said.

Seven more persons were arrested from Faizabad by the district police late last night, the officials added.

The two-day Uttar Pradesh Police constable recruitment examination began yesterday at 860 centres in 56 districts to fill 41,520 posts.

“During interrogation, Kaushal Patel, who was arrested from Allahabad, admitted that they used to take contracts for helping candidates to clear the examinations,” a UP STF spokesperson said.

“The accused used to take advance payment from the candidates and the rest of the money was paid through post-dated cheques. They also used to keep the original ID proofs and admit cards of the candidates.

“To bypass the biometric attendance, the syndicate used to take the fingerprints of the left and right thumbs of the candidates on M-seal, which was sent to a laboratory in Kolkata for making a gelatin cover of fingertip, which was in turn worn by the ‘solvers’ (impersonating aspirants),” he said.

“After this, the impersonator would appear in the examination instead of the original candidate, and mark his attendance through the biometric system,” the spokesperson said.

Around 20 units of the multi-purpose sealant were seized from the possession of the arrested persons, he said.

On whether such a technique was used for the first time, the STF spokesperson, quoting the accused, said, “Attempts to bypass the biometric attendance system were made earlier as well. But the attempts were quashed by the STF”.

Senior Superintendent of Police (Allahabad) Nitin Tiwari said a spy microphone along with a hearing device were seized during a raid yesterday.

A case has been registered against the accused at Naini police station (Allahabad) and Cantonment police station (Gorakhpur) under various sections of the IPC and IT Act, the STF said.

The state government had taken the help of the STF and local intelligence to curb the activities of the copying mafia during the state board exams earlier this year.

The mafia usually takes contracts guaranteeing success in Class 10 and 12 board exams. Impersonators are made to appear in examinations in place of real candidates. The exam centres where copying can be facilitated easily are also earmarked.

To counter the practice, CCTV cameras have been installed at all examination centres. The state is also planning to make Aadhaar compulsory for students filling forms for the board exams from next year.

Kathua Rape Accused Vishal Jangotra’s Signatures Don’t Match With Exam Attendance Sheet: CFSL Report


Srinagar:  The signature of Vishal Jangotra, an accused in the rape and murder of an eight-year-old girl in Kathua in January, does not match the one which he claimed to have signed in an exam attendance sheet in Meerut to claim he was not at the crime scene, according to a report of forensic experts.

The report by the Central Forensic Sciences Laboratory (CFSL), detailing this conclusion, has been submitted to the crime branch of Jammu and Kashmir police, according to officials in the investigation team.

The crime branch, meanwhile, issued notices to all the three friends of Vishal Jangotra for appearing before it for questioning on Monday after the Supreme Court gave a go-ahead on May 17 for their further examination.

The officials said the report has stated that Vishal Jangotra had not put the signature on the attendance sheet and it was done by someone else.

Vishal Jangotra, one of the eight accused arrested in the case for raping and murdering the girl from the minority nomadic community, had claimed that he was in Meerut and had never visited Kathua when the crime was committed. He had also told the investigators that he had signed the attendance sheet before the examination on January 15.

The crime branch had sent the attendance sheet to CFSL for having an opinion as the probe indicated that the signatures appeared to have been made by some friend of Vishal as his train from Jammu to Meerut was late and he had reached Meerut after the examination was over, officials said.

The “Questioner of Examined Documents” (QED), who is an expert on examination of handwriting samples, opined that the signatures on the attendance sheet did not match with that of Vishal, son of Sanji Ram, the alleged mastermind of the murder, the officials said.

The crime branch has already expanded its investigations into the gang rape and murder case to nail the people who had signed an attendance register on behalf of Vishal at the Meerut college.

Police wanted to again question his three friends — Sachin, Neeraj and Sahil — but they had approached the Supreme Court earlier this month alleging harassment by the crime branch.

The Supreme Court on May 17 refused to come to their rescue and directed them to appear before the crime branch but said in its order that “a relative of each of the witnesses shall be allowed to accompany him, but the said relative shall not enter into the investigation room. However, he shall remain at a reasonably visible distance.” 

While making this concession, the top court made it cleat that these directions “should not remotely be inferred that there is any kind of harassment by the investigating agency”.

The officials said that the three would be questioned tomorrow and all the directions of the top court would be adhered to.

The officials suspected that someone from the university had allowed Vishal to write his answer sheet after the examination was over on January 15 as his train had reached late from Jammu. The officials also alleged that the accused had deliberately visited an ATM and was seen looking at the camera to create an alibi for himself.

In its charge-sheet, the crime branch had mentioned that some officials of the university had allegedly received “huge amount at kickback from accused Sanji Ram”.

“The aspect needs further investigation as records are to be collected from concerned college and university….after conducting further investigation supplementary charge sheet will shall follow,” the charge sheet had said.

Jangotra is among eight people who have been charge-sheeted by the crime branch in the rape and murder of the girl. The charge sheet also claimed that Sanji Ram, who has been termed as a main conspirator, had planned the kidnapping of the girl only to drive away nomads from the Kathua region.

The crime branch has alleged in the charge sheet that Vishal had tried to create an alibi of his absence from the crime scene by allegedly “resorting to manipulation of records and creation of false evidence with the connivance and assistance of his father Sanji Ram”.

Vishal Jangotra, who is pursuing his bachelor of agriculture course from a college in Meerut, has been charged by the crime branch of raping and helping in the murder of the minor girl along with a juvenile (main accused and a relative of Sanji Ram) and special police officer Deepak Khajuria alias Deepu. The girl was kidnapped on January 10 and her body was recovered on January 17. She was murdered on January 14 and her body had been dumped in the jungles.

The juvenile, whose bail plea has been rejected by the concerned court last month, is the main accused in kidnapping and sexually assaulting the girl.

The crime branch had put its investigations on hold and was awaiting an order of Supreme Court which had been petitioned by the victim’s side for shifting the trial from Kathua and the accused side pleading for handing over the investigation to the CBI.

In its May 7 order, the top court said “the pivotal fact around which the controversy centtres is the abduction, rape and murder of an eight year old girl. An FIR was lodged at Hiranagar Police Station, Kathua…The investigating agency, namely, the Crime Branch, which took over the investigation on January 22, 2018 from the local police has already filed the charge sheet on April, 9 in the court of Chief Judicial Magistrate, Kathua in the State of Jammu and Kashmir”.

However, the court did not say anything about handing over the case to the CBI and transferred the case to District and Sessions judge at Pathankot in Punjab, 30 km from Kathua.

450 DU Students Not Allowed To Write Exams Due To Short Attendance


New Delhi:  As many as 450 students of Delhi University’s Law Faculty will not be allowed to write exams due to attendance shortage, according to a notice issued by the varsity. The students detained (not allowed to appear in the exam) belong to the Law Centre 1 and Law Centre 2 (Under the Faculty of Law) studying in various terms, the notice said.

On the notice, All India Students Association’s Delhi University president Kawalpreet Kaur, who is also a student of Law Faculty, said, “The attendance have been given in an arbitrary manner.” “In January and February very few classes took place and only in March classes took place properly.

Permanent recruitment happened and many teachers were changing. There was lot of confusion. It is not right to put the blame entirely on students,” she said.

This is the case every year, many students get detained. This is a serious issue which the Faculty has to address, she said.  

The ABVP staged a protest Campus Law Centre in front of Dean’s office against the detention.  “Why the Faculty didn’t put the attendance till April on notice board?
